JOB PURPOSE

The position is an integral part of the Evidence and Results Unit. The position holder will work under the direct supervision of the Head, Evidence and Results Unit and with overall supervision of the Deputy Country Director/Country Director. She/he will be responsible for supporting in carrying out technical and analytical work in taking forward the planning, monitoring and reporting of results, lead and support design, implementation, analysis and reporting of assessments, and provide technical support and oversight to evaluations and reviews.

KEY ACCOUNTABILITIES (not all-inclusive)

Evaluations and reviews • Contribute to evaluation and review activities including preparation of concept notes, terms of reference, study design and methods, finalization of data collection tools and design of data entry systems, training of enumerators, data cleaning, analysis and reporting. • Provide guidance and technical oversight to evaluation companies who are hired to conduct evaluations. • Support the regional bureau and headquarters in reporting on WFP India’s evaluation products. Research and assessments • Identify strategic opportunities to conduct research to provide critical and timely evidence for WFP and government or non-government partners, working across units and with the Deputy Country Director. • Provide technical support in developing research concept notes, draft methodologies and terms of reference for the work as well as leading the development of data analysis plans and tools development. • Support literature reviews and secondary data analysis where possible, using official government sources. • Support in presenting the research, analysis and monitoring outputs into variety of evidence products such as policy briefs, peer-reviewed research papers, working papers, thematic papers, books etc. Corporate Results Framework and UNSDCF Monitoring and Reporting • Support in the reporting against the approved logframe of the Country Strategic Plan, including planning, midyear reporting and end year reporting. • Serve as the liaison with the Regional Bureau Monitoring team. • Support the preparation of the Annual Country Report by coordinating with various CO units for inputs. • Support in monitoring and reporting the UNSDCF results group activities, outputs, and outcome indicators. Other Responsibilities • Act as deputy head of the Evidence and Results Unit and perform responsibilities in the absence of the unit head and support the unit head in coordinating, monitoring, fundraising and extending guidance to the state team for executing the state work plan. • Support unit head in developing funding proposals, concept notes and participate and contribute in various partnership meetings with donors to pitch for funding on activities. • Provide technical support to WFP teams in the Development Monitoring and Evaluation Office (DMEO) of NITI Aayog, and the planning departments in the governments of Rajasthan and Odisha as well as any other field based teams, as needed. • Liaise with internal Country Office teams in preparing proposals which require M&E plans and, working with the Head of the Unit, organize information and training sessions to build internal knowledge and capacity around this area of work. • Other as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION Advanced university degree in Economics, Statistics, Geography, Demography/Population Studies, Social Science, Rural Development, Development Economics or other relevant field or First level University degree and/or certification courses/trainings in the field of monitoring, evaluation and research with additional two years of related professional work experience in this sector. EXPERIENCE A minimum of one year of progressively responsible work experience in the field of evaluation, research, assessment and monitoring in the field of food security, nutrition, poverty, livelihood, health and related areas. Experience of undertaking evaluation and RAM activities using various modern saftwares and tools. Experience in providing inputs into designing studies and programmes, and has provided inputs for policy discussions. KNOWLEDGE & TOOLS Proficient in using various modern quantitative, qualitative, geospatial analytical and visualization softwares such as R Studio/Python/Stata/SPSS, NVivo/Atals.ti, QGIS/ArcGIS, Tableau etc. Experience in writing concept notes and proposals for evaluation and RAM projects with clarity. High level of proficiency with MS office package. LANGUAGES Excellent oral and written communication skills in English. Working knowledge of Hindi is preferred.

FUNCTIONAL CAPABILITIES

• Demonstrates excellent knowledge about food security and nutrition issues, and is familiar with government policies and data sets on food security nutrition. • Demonstrates ability to analyse, visualize and interpret data to contribute to technical programme design, implementation and monitoring. • Demonstrated ability to develop concept notes, design and conduct surveys, preliminary scoping on upcoming research areas, to produce research material and organize technical consultations. • Capacity to communicate effectively orally and in written formats to a variety of audiences. • A natural discussion partner for both younger and more established academics. • Works effectively and collaboratively in support of building a team-based culture of work;

EXPECTED RESULTS

To provide coordination and specialized technical support to full range of policy and programme activities of the unit; including well prepared analytical research reports, programmes reviews, rigorous evaluation, policy analysis to effectively carry out the organization goals and objectives.

Evidence and Results Unit in India is responsible for supporting the planning and implementation of the Country Strategic Plan through management of the logframe and related reporting, evaluation and review activities, working with programme teams to undertake food security and nutrition-related research and analyses to support programme policy and advocacy. The team also participates and supports in the United National Sustainable Development Country Team work by supporting monitoring and reporting under the UN Sustainable Development Cooperation Framework (UNSDCF) and with the UN-INFO system. WFP India Country Office is looking for a dynamic Monitoring & Evaluation Officer with experience in the field of evaluation, research and results reporting to support the work under the Country Strategic Plan.
