OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and tocoordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover fromoutbreaks and emergencies

DESCRIPTION OF DUTIES

The incumbent will perform the followingduties:1. Proactively participate in the development and strengthening of national Monitoring and Evaluationsystems, including but not limited to establishing partnerships with national coordination entitiesand NGOs with sound information management capabilities.2. Conduct the evaluation of Country activities and ensure reporting on implementation andidentify lessons learned that will result ineffective planning on country office activitiessuch as emergency response initiatives and other public health programmes.3. Conduct data collection and facilitate the adaptation of indicators for monitoring the nationalsituations and responses, together with appropriate mechanisms for harmonizing and promotingeffective synergies among partners and stakeholders.4. Coordinate the screening of potential partner organizations and propose and develop anIndicator Framework to monitor performance.5. Evaluate the quality of work of partner organizations through the use of newly developedM&E tools, regular meetings, and follow-ups.6. Collaborate to the development and implementation of strategic planning processes with emphasisto participatory reviews of national programmes as well as conduct the preparation, collation anddissemination Public Health reports.7. Provide regular briefings on Project Cycle Management, monitoring and evaluation, fundraising …etc. with key members of partner organizations.8. Analyse and synthesize the Country Office's contribution to the response on public healthprogrammes including any emergency response activities in parallel with other UN partnercollaboration activities.9. Prepare monthly reports on Country Office programmes and NGOs' activities.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Public Health, Epidemiology, Statistics, Social Sciences orrelated field. Desirable: Advanced university degree in Social Sciences or Business Administration.

Experience

Essential: At least two years relevant experience in the area of partnership development and projectmanagement Desirable: Experience in UN organizations/agencies, International institutions orNGOs.

Skills

Demonstrated knowledge of dealing with local partners and NGOs. Strong skills in the assessment, monitoring, analysis and evaluation of emergency health situations and other public health activities.Concrete skills in the collection and collation of data to conduct evaluation.Excellent interpersonal skills and ability to work under pressure.Proven ability to communicate effectively.Tact, discretion and ability to promote consensus. Excellent Presentation Skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2855 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
