ORGANIZATIONA L CONTEXT:

The position is located in WFP-Haiti Country Office, Port-au-Prince and report to the Head of research Assessment and Monitoring (RAM) Unit.

Making progress towards a Zero Hunger world requires the translation of WFP’s Strategic Plan (2022-2025) into programmes and activities at country level. WFP is committed to improving performance through strengthening its evidence base and promoting a culture of using evidence for better programmatic decisions and accountability.

The World Food Programme (WFP) oversees a diverse range of food assistance programmes in its efforts to address food insecurity in Haiti. The Research, Assessment, and Monitoring (RAM) section provides technical assistance to the country office for the monitoring and evaluation of programme operations as part of these activities. This unit is in charge of conducting studies and analysis relating to Haitian programmes in order to inform the effectiveness of our interventions and gather lessons learned. Furthermore, the RAM Unit is in charge of accountability to the affected community (including complaints management/feedback), as well as learning and evaluating our programmes.

JOB PURPOSE:

Job holder will lead the M&E sub-Unit under RAM composed of 6 staffs, and is expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also contribute to the formulation of country monitoring and evaluation strategies, lead various initiatives and contribute to policy development.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Monitoring and Evaluation

  1. Contribute to (or lead when requested) the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
  2. Budget for M&E costs and advocate for appropriate financial and human resourcing.
  3. Provide inputs to the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization.
  4. Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  5. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required in medium complex portfolios.
  6. Build M&E capacity of WFP staff and partners through delivery of training and information sharing. Manage junior staff members and guide as required to enable high performance.
  7. Contribute to the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
  8. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

Specific to the monitoring function

  1. Facilitate at Country Strategic Plan (CSP) design stage the development of a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
  2. Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
  3. Produce regular monitoring reports, including running data analysis, with status of results and implementation progress.
  4. Facilitate/contribute to mid-term and thematic reviews, which are intended for internal learning, strategic and operational decision-making. Specific to the evaluation function
  5. Manage decentralized evaluations to high professional standards in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing evaluation processes from planning to completion; sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
  6. Contribute and support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluations in country.
  7. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS:

Education:

Advanced University degree in Statistic/Data Science, Social science, development economics, monitoring and evaluation other related field, or First University degree with additional years of related work experience and/or certifications.

Experience

At least 7 years (of which 2 international) of postgraduate progressively responsible professional experience in in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods.

  • Has led development of monitoring and Evaluation Plan, and tools including logical framework, performance management.
  • Has experience in HHs-based surveys, food security, including the design, data collection and analysis to inform decision making.
  • Has track record in Statistical analysis using SPSS/STATA/R.
  • Has solid track record of report writing, proof editing with Indesign, Publisher
  • Has experience in designing Data Visualization (with PowerBi/Tableau / DOTs).
  • Has experience in partnership building and capacity building for national partner.

    Language:

    International Professional: Fluency (level C) in both oral and written communication FRENCH AND ENGLISH. Ability to draft professional reports without the need for additional editing before publishing.
