Contract

This is a P-3 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 5 years of experience, depending on education.

Salary

The salary for this job should be between 100,925 USD and 132,154 USD.

Salary for a P-3 contract in Amman

The international rate of 74,649 USD, with an additional 35.2% (post adjustment) at this the location, applies. Please note that depending on the location, a higher post adjustment might still result in a lower purchasing power.

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHOcountry presence is established to implement WHO country cooperation strategiesthat are aligned with Member State's health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners toimprove health outcomes and progress towards achieving Universal Health Coverage.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

1- Establish an effective M&E system for the deliveryof WHO Country Office and implementing partners results.

2- Provide technical support to the differentpublic health programmes in identifying baseline, targets and indicatorsfor specific interventions; synergize the integration and incorporation intorelated workplans, ensuring alignment with WHO in-country implementation plans,health sector strategies/priorities, regional and global commitments,humanitarian health appeals (if any).

3- Review and reprogramming planned activities in coordinationwith technical officer to adjust to possible developments in the health sectorto ensure maximum relevance and impact on the intended programme objectives.

4- Facilitate the monitoring of the technicalprogrammes, design methodologies, tools, and indicators for monitoring the implementation of projects and operations; evaluating the quality of outputsincluding the management, coordination, effectiveness and action plans toinform programme direction.

5- Maintain risk management matrices, project calendars,indicator tracking tables, resource schedules and other monitoring tools; drawattention of programme managers to activities and awards that are over- or under-fundedor behind schedule.

6- Prepare monthly technical reports based on analysis ofproject activities and progress towards targets and measurable indicators,provide quality assurance of reports, proposals, programme documents, etc.

7- Determine the data information elements that arerequired internally and externally to support the health sector coordination and decision-making; ensuring its reliability, validity and accuracy that feeds programme performance monitoring, and that data and results are included in regional and global reports; multi-country studies and knowledge sharing networks.

8- Build and strengthen national capacities for monitoringand evaluation of national health programmes, through conducting needsassessment, defining training needs, develop strategies to achieve targets andfacilitate implementation of training activities.

9- Design standardized methods of knowledge sharingplatforms and liaise with WHO and other professional M&E knowledge networksto identify innovations and lessons learned that may be relevant for the countryand partners to improve M&E functions.

10- Conduct regular management monitoring meetings to ensure adherence to standardoperating procedures.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in information management, public health, epidemiology, economics, international development,life sciences, public or business administration. Desirable: Degree in monitoring & evaluation in health Programmes

Experience

Essential: 5 years' experience with international exposure in providing management advisory services and in design,monitoring and evaluation of projects. Desirable: Training or experience in public health, training in project management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2403 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
