OBJECTIVES OF THE PROGRAMME

The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories and areas, by supporting them to reachnational health goals and contribute to global and regional public healthaction. WHO utilizes the Country Cooperation Strategy (CCS), a key element ofthe Country Focus strategy, as a strategic management tool to create synergyand alignment between WHO leadership priorities and national health policies, strategies and plans. Creating this synergy and alignment will be essential toadvance WHO's organizational effectiveness and ensure WHO's relevance at country level.Pakistan Expanded Programme on Immunization (EPI) is making efforts to reach more children equitably preventing mortality and morbidity due to vaccine-preventable diseases (VPD) using existing and new vaccines with heightened political commitment, government ownership and improved management using innovation and technology to improve its performance. World Health Organization(WHO) is also providing technical assistance in the area of monitoring and supervision to support the efforts of the host Government to review and analyse the programme performance using specific tools in an inclusive and holistic manner and help the Government in midcourse correction and optimize the utilization of available financial, human and material resources.

DESCRIPTION OF DUTIES

The incumbent will perform below tasks:Facilitate the developmentand implementation of comprehensive monitoring & evaluation guidelines bydesigning framework, tools, and dataflow mechanism for EPI programme.Providedata-driven programme insights and advice to EPI programme in planning, designing,and conducting monitoring & evaluation activities. Design and promote standardizedmethods, tools, and formats for common use in monitoring coverage trends,activities, and outcomes to support strategic decision-making. Build and strengthen national capacitiesfor monitoring and evaluation of national health programmes, through conductingneeds assessment, defining training needs, develop strategies to achievetargets and facilitate implementation of training activities.Monitor the implementationof EPI plans, activity and identify priority gaps.Plan and coordinate vaccinationcoverage surveys for routine immunization and Supplementary ImmunizationActivities.Collect immunizationsystems data such as vaccine coverage, planning, financing, human resources,logistics management, outreach activities and vaccine safety. Monitor and conduct situationanalysis of EPI indicators i.e coverage, drop-out rates, disease burdens,trends and completeness/timeliness and provide timely advice and report outcomeof analysis for generating evidence and insights EPI related decision making. Oversee the implementationof Electronic Immunization Registration (EIR) systems and ManagementInformation systems related to EPI.Conductcomprehensive EPI reviews and Data Quality Assessments (DQAs) by undertakingongoing field visits to WHO EPI sites to assesses local conditions andresources, monitor WHO inputs and provide on job training for effectiveimplementation of monitoring plans.Coordinatewith other health programmes and partners on EPI data generation surveys and fordeveloping and implementing joint field monitoring mechanism to ensure betterquality and precise indicators in these surveys.Prepare anddisseminate analysis, reports, and documents for joint reporting on EPI withPartners.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health/biostatistics. Desirable: Master's degree in public health with training in biostatisticsand data analytics.

Experience

Essential: At least 5 years of working experience in development, implementation and management of monitoring andevaluation of public health programme. Desirable: Experience of working with UN/INGO.

Skills

Ability to analyze and present data, synthesizing information and presenting clear and concise conclusions and recommendations for decision makingGood communication skills both written and oral, and ability to write in a clear, concise and effective manner for different audiences.

REMUNERATION

Remuneration comprises an annual base salary starting at PKR 6,380,226 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
