The role of the Monitoring and Evaluation Manager is to lead the strategic direction and quality assurance of monitoring and evaluation in the country office. As M&E Manager, you will design and implement a strategy, SOPs, and budget for M&E which ensures the Country Office is meeting M&E minimum standards. You will be responsible to plan for and generate the evidence and learning required to feed into programme and strategic decision making.

Specific Responsibilities

  • Support the Head of Programme in setting up and implementing systems for tracking management responses
  • Contribute to fundraising through ensuring robust TOCs, M&E plans, logframes, M&E activities, budgets and staffing are incorporated into programme and project proposals
  • Advise Programme on challenges and opportunities related to M&E activities in Hard to Reach (H2R) areas, including remote management options
  • Provide specific guidance and overview of M&E activities for pilot projects
  • Manage the beneficiary and complaints feedback mechanism and develop Standard Operating Procedures (SoPs) for CFM
  • Provide technical support and advise to programme staff on methods and tools for needs assessments and other types of research and data collection, analysis and use
  • Provide technical M&E guidance for innovation and technology for M&E and database management.
  • Support management to plan and budget for adequate staffing for an effective/robust MEAL function. This will include but not limited to HR planning, recruitment, JD development/review, and providing input into work and development plans as well as performance appraisals for relevant MEAL staff
  • Supervise the management, implementation, dissemination and use of evaluations, assessments and monitoring data by ensuring sound design of evaluation methodology, ToR and action plans
  • Develop tools and systems to strengthen timeliness and quality of data analysis, packaging and communication to inform technical, management and strategic decisions by the CMG, Area Managers and CC Specialists and other relevant staff.
  • Ensure a data management system through documentation, implementation and coordination of standardized information flows is in place. This includes means of verifications for project inputs, outputs and outcomes (e.g. Assessments, compiling beneficiary lists, recording construction progress)
  • Represent NRC Yemen in external forums and liaise with peer organizations and M&E staff in partner agencies through the M&E working groups to facilitate lessons learned and coordination.
  • Develop and maintain Country Dashboards to ensure that the information needed to support humanitarian operations is generated and made easily available
  • Supporting in internal and external reporting processes by actualizing project log frame and ensuing all project supporting data are readily available.

Specific skills, knowledge and experience

  • 5-7 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes
  • Advanced degree in economics, research methods, social sciences or a related field
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills;
  • Advanced experience in qualitative and quantitative data analysis and tools
  • Fluency in spoken and written English.
  • Experience within supporting M&E for one of NRC’s core competencies is an advantage
