Duties and Responsibilities
BACKGROUND: The “Support to Regional Integration and Trade in Timor-Leste” project aims to enhance Timor-Leste’s integration into regional and global trade systems. The project provides targeted technical assistance to improve trade-related policies and institutional frameworks while also building the capacities of national stakeholders. It is implemented by the International Trade Centre (ITC) with financial support from the European Union. Monitoring and Evaluation (M&E) is a critical part of the project’s management, learning, and accountability framework. It ensures that activities remain aligned with objectives and allows for timely adaptation and reporting to partners, including through the EU OPSYS system. DESCRIPTION OF DUTIES/RESPONSIBILITIES The International Consultant will work under the direct supervision of the Programme Officer, DMD/SPTI, and will be responsible for the following tasks: • Review and update the M&E results framework and indicators table in line with the project logframe and evolving needs. • Support the ITC teams in Dili and Geneva to ensure proper documentation and filing of all M&E deliverables, including metadata sheets, raw data, and outcome summaries. • Support ITC teams in Dili and Geneva with guidance, mentorship, and training on M&E processes and best practices. • Ensure compliance with internal ITC M&E requirements and align reporting with ITC’s Strategic Planning, Performance and Governance (SPPG) methodologies. • Support EU reporting requirements including preparation and uploading of data and evidence to the EU OPSYS system. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
Education: - Postgraduate degree (MA/MSc/MBA, PHD or other) - Advanced degree (Master’s or equivalent) in project management, international development, economics, statistics, or a related field. - Extensive relevant experience may be accepted in lieu of the university degree. Work Experience - Minimum 6 years of experience in Monitoring and Evaluation, including experience with international development projects. - Demonstrated experience with EU-funded projects and the EU OPSYS system is highly desirable Skills: - Strong analytical, communication, and mentoring skills
