This UNV assignment is part of the Adaptation Fund (AF) sponsored project titled “Increasing the resilience of both displaced persons (DPs) and host communities to climate change-related water challenges in Jordan and Lebanon” aims to support the development of a comprehensive response framework to climate change combined with the Syrian crisis especially in an urban context. The project’s main aim is achieved through identifying effective approaches and best practices to build urban resilience, focused on actions that address water challenges and that benefit both DPs and host communities especially women and youth. The framework is not only developed for the project’s target areas, but also for areas with similar contexts. The project identifies DPs as the most vulnerable group due to socio-economic challenges that could affect affordability to access water in the target areas. However, the project also recognizes increased tension between DPs and host communities and the needs of poor Lebanese and Jordanians.

Monitoring, Evaluation and Safeguard Measures Compliance Framework of the Project: The M&E arrangements for this project will follow the AF M&E guidelines and Environmental and Social Policy (ESP) and Gender Policy (GP) and with UN-Habitat M&E policies and guidelines. Thus, as a minimum, the following will be monitored and evaluated: project Milestones, Financial data, Procurement data, Risks assessment, ESP Compliance, GP Compliance, Project indicators, Lessons learned, project Results. The M&E of progress in achieving project results will be based on targets and indicators (also for gender) established in the Project Results Framework. The annual project performance reports (PPRs) will include a section on the status of implementation of any environmental and social management plan, including those measures required to avoid, minimize, or mitigate environmental and social risks. The reports shall also include, if necessary, a description of any corrective actions that are deemed necessary. The terminal evaluation report will include an evaluation of the project’s performance with respect to environmental and social risks.
UN-Habitat will ensure timely and high-quality M&E by keeping oversight of the process by providing guidance to the Project Execution Entities and national government partners through full briefing of M&E requirements. Project activities will be monitored by the RPSU and NPCUs with dedicated monitoring staff, which will require having expertise of M&E compliance to the AF ESP and GP.

To ensure compliance with the AF ESP, all proposed project activities have been screened against the 15 AF principles (i.e. safeguards) to identify potential environmental and social risks and to assess related potential impacts. A project ESMP has been developed, including safeguarding measures. The project seeks to fully align with the Adaptation Fund’s Environmental and Social Policy (ESP), and its 15 safeguard areas and Gender Policy (GP), and UN-H policies and reporting / M&E requirements, incl. safeguarding system to ensure quality control from UN-Habitat side.

National UN Expert Volunteers in Jordan are entitled to: - Monthly Volunteer Living Allowance (VLA) at the amount of JOD 1,495.9 ; - Annual and learning leaves; - Free insurance; and - Free access to different learning platforms.

Under the direct supervision of the regional and national managers of the adaptation fund project and the Heads of Jordan, Lebanon and ROAS offices, the UN Volunteer will: • Attend related meetings as requested by project management unit; • Participate in the bi-annual National Project Steering Committee meetings, technical meetings as well as regional and national workshops; • Prepare agenda as well as Minutes of Meetings of principle team members of implementing and executing entities, Regional Steering Committee’s meetings, and National Steering Committee’s meetings in Jordan; • Support on other related tasks that may be requested by the management; • Provide, as needed, relevant support and assistance to the Regional Project Coordinator in the overall project management duties; • Coordinate with and supporting with information and results the entity (UN-ESCWA) who is in charge of developing Video with ‘before’ and ‘after’ the project; • Any other related tasks as may be required or assigned by the supervisor;

Further, the UNV M&E and Safeguard Measures Compliance Specialist will be in charge of implementing the M&E framework of the project, which include but will not be limited to:

  • Monitoring • In coordination with the Regional Project Coordinator, National Project Managers in Lebanon and Jordan as well as the national Execution Entities (EEs) in the two countries, maintain and update the monitoring process as part of the general monitoring, evaluation and reporting system; • Monitor the progress of the programme activities and report on the level of achieving outputs and outcomes as indicated in projects’ log frames; • Further develop and enhance monitoring tools and guidelines; • Follow up on a daily basis with the EEs in Jordan and Lebanon in order to monitor and evaluate all project’s planned activities and progress towards achieving the project’s targets and indicators, outputs, outcomes, and components and follow up work plans execution with regard to technical execution of activities and progress of expenditures related to M& reporting including conducting office and field visits in Jordan and Lebanon and close follow-up with EEs in Jordan and Lebanon; and ensuring that accurate data is collected in a timely, systematic, and efficient manner; • Monitor implementation of the project Environment and Social Management Plan (ESMP), which includes monitoring indicators and responsibilities for identified potential risks, impacts and mitigation measures; • Monitor Community Level Participatory of Gender and Youth responsiveness and impact of the project; • Plan and conduct visits to field sites in Jordan and Lebanon to follow-up work of consultants, contractors, suppliers to ensure timely and quality delivery per Targets and Indicators of the project

  • Evaluation • Review signed Agreement of Cooperation (AoCs) with Executing Entities (EEs) to identify evaluation requirements; • Liaise with the Regional Project Coordinator and the National Project Managers in Lebanon and Jordan to develop an Evaluation Strategy and Plan for the project; • Review UN-Habitat Evaluation Guidelines to identify evaluation prerequisites, processes, and means; • Help preparing ToR and coordination the work of the external consultants in charge of developing Mid-Term as well as Project Final Evaluation Reports. Follow up and report on evaluations conducted by external evaluators to ensure timely submission and quality of evaluation reports; • Identify and formulate evaluations’ findings, lessons learned and recommendations.

  • Reporting • Enhance and maintain the existing reporting framework of the project, ensuring complete oversight of requirements, while coordinating with project management unit; • Prepare periodic status/annual project progress reports (PPR) up to terminal project performance report using the AF PPRs template. This will include monitoring of project’s Milestones; the financial information related to the PPRs; Procurement data; Risks assessment; ESP Compliance; GP Compliance; Project indicators; Lessons learned; Project Results; • Manage the M&E information-related process for preparing the annual results and performance reports, in addition to preparing data for other briefings, summaries, papers, presentations, etc; and maintaining all M&E tracking forms and tools related to the Project’s data collection systems and ensuring that data is up to date.

  • Safeguard Measures Compliance • Ensure compliance of project activities with the AF ESP and warrant that the project fully align with the Adaptation Fund’s Environmental and Social Policy (ESP) and its 15 safeguard areas and Gender Policy (GP) as well as UN-H policies and reporting M&E requirements, incl. safeguarding system to ensure quality control from UN-Habitat side.

in M&E capacity with international development programs/projects sponsored by international agencies is required. and; • Certificates and Training in M&E and or EIA is desirable; • Experience with local public, private, or NGO entities or international organization active in Jordan or the region is desirable, with emphasis on skills of development and follow-up of an M&E plan, KPIs, logical framework and surveys; • Excellent experience in drafting, writing and reviewing in English and report preparation and project implementation follow-up at office and in the field is required; • Experience implementing and/or managing data collection processes and procedures is required; • Fluency in English and Arabic (both oral and written) is required. Knowledge another UN language is an advantage; • Technical reports writing skills and a high-level of computer literacy. Proficient in Microsoft Office (Word, Excel, PowerPoint) is required; • Good personal organization, interpersonal and communication skills is desirable; • Ability to work under pressure and demonstration of self-motivated persistent follow-up with diverse executing entities including office visits and field follow-up; • Previous working experience in communication and advocacy and cooperation with media is desirable; • Have affinity with or interest in UN Habitat work, volunteerism as a mechanism for durable development, and the UN System.

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship).

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
