TERMS OF REFERENCE FOR MONITORING AND EVALUATION/HIS OFFICER

Title: Terms of Reference for M&E/HIS Officer

Grade: NOC

Contract Type: Special Service Agreement

Expected Duration of Contract: Six Months

  1. RATIONALE; To work with MOHCC and Health sector Partners on strengthening Health Information Systems (HIS) and Monitoring and evaluation (M&E) components of Zimbabwe’s Heath Systems Development

Purpose of the Consultancy

Under the direct supervision of the UHCLC Coordinator the HIS/M&E Officer will support program and MOHCC achieve its goal of improving enabling environments for health service delivery; through a harmonise M&RE framework and efficient Health information systems. The incumbent will work closely with the Health System’s Strengthening colleagues and other technical officers from other clusters that will need assistance and guidance with regards to their performance plans.

  1. Expected Assigned Duties/Work to be Performed:

Duties

  1. Support the WHO-Zimbabwe to prepare, implement, monitor and evaluate work-plans in line with WCO priorities, strategies and plans.
  2. Support MOHCC departments on Health Information systems and reviewing of performance of M&E structures and systems with focus being on support and supervision of management NHIS, routine statistics, surveillance and health data repositories
  3. Develop, maintain, strengthen and manage country HIS networks.
  4. Organise and support CRVSS trainings and meeting between MOHCC, Civil registry and Zimstat. Building and strengthening CRVS activities in country.
  5. Support M&E across all programs and support MOHCC in strengthening M&E. Guide technical officers in the development of program-based M&E plans.
  6. Support MOHCC in the development and publishing of health products such as the Health profiles, COVID -19 weekly routine monitoring report, situational report, publications.
  7. Support On-going monitoring of essential health services during COVID -19 response operations
  8. Conduct supportive supervision and validation on regular basis.
  9. Oversee the data management protocols with an aim to improve quality, accessibility, timeliness and relevance of technical data in close collaboration with the national team. Serve on the M&E UN Team as WHO focal person responsible for the health subgroup.
  10. Develop timely weekly and daily surveillance updates and reports to enable decision making during outbreaks. Develop SOPS and guidelines for surveillance during COVID 19 including providing technical guidance in establishment of PHEOCs and surveillance data issues in surveillance day to day.
  11. Perform other activities as required by WHO Representative

  12. Technical Supervision: The incumbent will report to the UHC Life Course Coordinator

  13. Specific Requirements:

Required Language: Expert knowledge of reading, writing and spoken English

Desirable Language: English

Required Education: Bachelor’s level in social sciences and a master’s in public health or related background from an accredited /recognized institute.

Desirable Education: Master’s level in public health or related background. Required Experience: At least 5 years of international relations, humanitarian, development and/or public health experiences at the national and international level.

Required Experience: At least five years related experience, at the national level, in implementation of public health monitoring and evaluation, health informatics, health policy and surveillance, outbreak investigation and response.
