Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The Monitoring and Evaluation (M&E) Data Specialist will be under the overall supervision of the FAO Representative in Somalia, the general supervision of the Head of Programme and direct supervision of the Monitoring and Evaluation Officer, and in collaboration with technical sectors of FAO Somalia.

Technical Focus

The M&E Data Specialist will be responsible for the data collection and management including collation, entry/storage, verification, quality assurance, and reporting. The Specialist supports in providing precise, timely facts and figures aligned and drawn from the M&E databases established within the MEL Unit.

Tasks and Responsibilities

• Support designing of M&E studies with special focus on developing data collection tools, methodologies and quality assurance processes; • Provide technical expertise to support MEL tasks including quantitative and qualitative performance data collection, analysis and drafting of reports and other dissemination products; • Provide timely support in the conduct of MEL related events and activities, including guidance in the use of various MEL forms and templates; • Act as the point of contact with Information Management Unit of FAO Somalia in developing data collection tools and issues relating to application of technology; • Participate actively in planning and conducting monitoring and impact assessments studies at all stages, including the process of designing questionnaires, quality assurance, data entry, processing and analysis and help with drafting the final reports; • Manage and maintain FAO Somalia M&E database including tracking data entry, conducting data quality checks, and generating reports on data trends; • Take the lead role in designing and implementing data entry, processing and analyses of M&E studies, in particular in relation to resilience studies (baseline, midline and endline) and post-distribution monitoring, adopting the Resilience Index Measurement and Analysis (RIMA); • Support preparation of various project reports (progress, annual and terminal) through extracting Impact and Outcome indicators figures from the M&E database; • Contribute to the FAO Corporate and UN Sustainable Development Cooperation Framework (UNSDCF) reporting; • Visualize M&E data, and make it more accessible for decision making; • Contribute to the development of new projects by supporting the development of logical framework; • Participate in designing and implementing training of M&E personnel of FAO Somalia, Government counterparts, implementing partners and Third-party Monitoring (TPM) on data analysis and resilience measurement; • Assist the Learning Specialist in developing data collection tools on learning questions for the different projects and setup/manage the lessons learnt database; • Maintains networks with M&E Analysts in fields relevant to designing of data collection tools, sharing of analysis, ideas and best practices; • Participate in project monitoring missions and produce quality reports; and • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Statistics, Econometrics, international development, monitoring and evaluation or a related field. • At least one year of relevant experience in M&E data management and creating data visualizations. • Working knowledge (level C) of English and limited knowledge (level B) of another FAO language: Arabic, Chinese, French, Russian, Spanish. For PSA, working knowledge of English is required.

Technical/Functional Skills

• Solid experience in designing M&E tools and strategies for large/complex data collection, analysis and production of high-quality reports for both quantitative and qualitative research. • Experience with database development and management in MS Access and statistical analysis software (SPSS, STATA, SAS, R or similar). • Knowledge and experience of M&E tools, methodologies and approaches (including data collection - both quantitative and qualitative). • Excellent interpersonal skills and ability to work with a geographically and culturally diverse range of stakeholders. • Demonstrated ability to problem-solve complex issues using strong analytical skills and proactively anticipate work requirements with minimal supervision. • Well-organized, attentive to detail, and able to handle multiple tasks simultaneously. • Working knowledge of online data collection tools including Kobo Toolbox and ODK. • Knowledge of key food security and agricultural livelihood indicators. • Technical expertise in MEL approaches and implementation of good practices. • Work experience in a fragile context is an asset. • Experience in capacity development for MEL. • Demonstrated experience collecting, analysing, and reporting of M&E data. • Excellent skills in SPSS, STATA, R and excel spreadsheet development and maintenance
