Key Responsibilities:

Ensure effective implementation of monitoring and evaluation policies and strategies, focusing on achieving the following results:

  • Full compliance with WVPNG and GF M&E guidelines, standards and policies, establishment of targets and monitoring of achievement of results;
  • Participate in and contribute to the finalization of Monitoring and Evaluation Frameworks for the TB/HIV-RSSH grant;
  • Update monitoring and evaluation tools and processes to strengthen data collection and reporting;
  • Develop and update as necessary Monitoring and Evaluation plan, consistent with the grants PF and national M&E framework, in consultation with the NTP and STI/HIV disease programs
  • Provide technical guidance for the implementation of the M&E plan, through training and other on-site support;
  • Monitor the day-to-day implementation of the grants, and facilitate review of progress on a quarterly basis; address the problem solving and development of remedial actions ensuring any disparity between planned and actual outputs; Assist in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them;
  • Assist M&E Manager to prepare periodic progress updates to the Global Fund Secretariat;
  • Assist M&E Manager to prepare periodic reports to the CCM and WVPNG (quarterly, semi-annual, annual progress reports).

Ensures effective management of the PR’s routine monitoring and evaluation process, focusing on achieving the following results:

  • Ensures that project monitoring arrangements comply with grant agreements between GF and PR as well as PR and SRs, and that the provisions of the Grant Agreements are fully observed;
  • Ensures implementation of the project activities in accordance with the work plans for each units within the PR, timely identification of delays, provide solutions and catch-up plans;
  • Verify programmatic reports from Sub-Recipients, provide feedback on implementation of the project activities delegated to SRs and quality of reports submitted by the SRs.
  • Review on a regular basis the quality of existing data sources, the methods of collecting them, and ensure that data quality standards are monitored and met. Consult partners to develop approaches to address identified gaps in data quality;
  • Prepare Terms of Reference (TOR) for baseline, mid-term, and end-line surveys and evaluations including methodology preparation, sample selection and staff training if needed, and provide overall technical direction for the conduct of the surveys and evaluations;
  • Follow up on implementation of evaluation/supervisory visit recommendations from the PR. Ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response to all mandatory reports/evaluations.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achieving the following results:

  • Plan and facilitate monthly review meetings and quarterly review meetings;
  • Lead capacity assessment and capacity development of M&E functions of Sub Recipients and propose capacity development plans to strengthen M&E;
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports;
  • Develop technical information and communication materials about the GF project (project briefs/newsletters, technical reports, annual reports, and presentations etc);
  • Collaborate and coordinate with other development partners (UNAIDS & WHO), government agencies (NDoH and NACS), NGOs (SRs), and other organizations on monitoring and evaluation issues;
  • Maintain cooperative relationship with all key stakeholders, NDoH, LFA and other development partners;
  • Participate in external supervision and evaluation missions of the GF and other agencies by facilitating access to M&E data as required;
  • Undertake any other tasks as assigned by the Grants M&E Manager for the overall Management, Supervision, Monitoring
