Following the end of nearly three decades of armed conflict in 2009, Sri Lanka attained lower-middle-income-country status in January 2010 and then was elevated to upper-middle-income status in 2019. Exactly one year after (2020), the World Bank reclassified again the country in the low-income category. Despite social-economic progress, scope remains for progress in strengthening food security and nutrition given Sri Lanka’s continued alarming status on nutrition, especially wasting levels, realizing gender equality and eliminating geographic and socio-economic disparities.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

We are seeking applications from Sri Lankan Nationals to fill the function of Monitoring & Evaluation Associate at the SSA level for 6 months with the possibility of extension, based in Colombo, with irregular travel to the field. Under the overall guidance and supervision of the M&E Officer, the Monitoring & Evaluation Associate will be responsible for the following duties.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Prepare monthly planning of monitoring and evaluation activities on effectiveness of all food and cash assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.) 2. Manage Third Party Monitoring entity and ensure adherence to monitoring plans, coverage, and quality of data collection and reporting 3. Contribute to the analysis of outcome and output data and recommend improvements to programme interventions 4. Produce regular monitoring and evaluation progress reports based on quantitative and qualitative analysis of information collected by Third Party Monitor entity and partner staff through various channels including dashboard, monthly reports 5. Maintenance of information records and monitoring plan documentation, such as records of commodity movements and programme checklists, including pilot-testing/finalizing monitoring tools 6. Train WFP field monitors, enumerators, cooperating partners and Third-Party Monitoring entities on M&E activities and WFP reporting requirements, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results 7. Coordinate with Third Party Monitor entity, WFP programme unit and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence 8. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities 9. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required, including inputting issue tracking into database 10. As required, support the mechanisms for beneficiary feedback (e.g. hotline, suggestion box, etc.) 11. Organize and undertake irregular field monitoring spot check visits for all programme activities using checklists, in order to verify data collection quality by the functional unit third party monitor entities 12. Receive, collate, and maintain database of comments and feedback from cooperating partners and internal counterparts to support programme reviews and improve services 13. Review and verify the COMET (WFP internal system) distribution and monthly reports with actual distribution 14. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes 15. Provide administrative office support for the M&E unit. 16. Any other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: A post-secondary certificate in the related functional area. A university degree in the social sciences or related field with familiarity and background in M&E is desirable.

Experience: At least two years of progressively responsible work experience in the field of monitoring and evaluation, community and/or international development, emergency operations, disaster preparedness, cash and voucher programming or other related fields.

Knowledge & Skills: Experience in collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to the management team, partners and other stakeholders.

Knowledge and experience with data management, curation, analysis, and reporting.

Knowledge & skills in WFP monitoring and evaluation systems and standards

Languages: Fluency in both oral and written communication in English and local language(s). Working level proficiency in both Tamil and Sinhala is desirable.
