Result of Service The program is coordinated by the World Relief, implemented by a consortium of UN and non-UN entities to achieve the following six outcomes: 1) Individuals, particularly children and women, are facing less violence at the community and local level. 2) Communities have effective mechanisms in place that meaningfully include women and youth to resolve conflicts peacefully. 3) Justice sector actors are more effectively delivering justice, even in areas with previously limited or no judicial infrastructure. 4) Communities, including women, youth and disadvantaged groups, are empowered and increasingly able to participate in local and broader political, peace and security processes. 5) Community resilience is strengthened through increased economic opportunities and sustainable livelihoods. 6) Reconciled communities have increased access to equitable and reliable basic services and reduced humanitarian aid dependency.

Expected duration 24 months

Duties and Responsibilities Provide project technical support in monitoring, evaluation and reporting as well as documentation of project results, lessons learnt and challenges which may include but not be limited to: - Roll out program Monitoring, Evaluation and Reporting (MER) system including data flow chart, M&E plan, Indicator Tracker, M&E tools, and reporting templates in line with donor requirements - Provide capacity building to project staff and key stakeholders - Liaise with project teams and consortium M&E lead on data collection and reporting including being program focal person for all surveys and evaluations - Consolidate and submit to Program Coordinator high quality and timely reports capturing all relevant disaggregated details and indicators as required - Ensure data quality checks on reports through field visits, spot checks, data verification and validation before submission - Update the indicator tracker on regular basis and share with the Program team - Represent the program on M&E related platforms - Document lessons learnt, success stories, challenges and opportunities - Be focal person for Accountability to Affected Populations for the program, collecting and consolidating feedback from the stakeholders and sharing with the Program Coordinator - Provide leadership to the program team in the absence of the Program Coordinator, working closely with the RTR Team Leader.

Qualifications/special skills Academic Qualifications: University degree in Statistics, Social Science or related field is required.

Experience: - At least three (3) years of relevant professional experience in the area of monitoring, evaluation and reporting. - Proven experience in setting up and rolling out MER systems including capacity building of staff. - Excellent interpersonal skills; both verbal and written communications skills as well as strong team working skills. - Ability to manage multiple tasks in an effective, pro-active, and timely manner. - Experience working with Non-Governmental Organizations and UN institutions is desirable. - Strong experience in multi-stakeholder liaison, engagement and consortium work. - At least three (3) years of relevant professional experience in the area of monitoring, evaluation and reporting. - Proven experience in setting up and rolling out MER systems including capacity building of staff. - Excellent interpersonal skills; both verbal and written communications skills as well as strong team working skills. - Ability to manage multiple tasks in an effective, pro-active, and timely manner. - Experience working with Non-Governmental Organizations and UN institutions is desirable. - Strong experience in multi-stakeholder liaison, engagement and consortium work.

Language: - Fluency in written and spoken English is required. - Working knowledge of local language (Nuer) is desirable.

Additional Information Background

Recent developments in Koch, Unity State, provide both challenges and opportunities to foster peaceful co-existence and stabilization. The increase in returns to Koch could lead to violence due to competition over limited opportunities, resources and services. Reopening of oil company creates a pull factor which could further exacerbate competition over limited opportunities. The signing of R-ARCSS, the formation of the R-TGoNU and appointment of State Governors and County Commissioners have created relative calmness and some system of accountability which are opportunities for institutionalization of rule of law and stabilization. A 24-month Trust Fund funded program titled “Restoring Peaceful Coexistence for Better Livelihoods in Koch County Phase II program” has been recently approved to respond to the needs and opportunities presented above. The Reconciliation Stabilisation and Resilience Trust Fund (RSRTF) Koch Area Based Program Phase II program will build on the gains of the Phase I program that was implemented between 1 August 2019 to 30 October 2021. This follow- up intervention will explore existing opportunities to enhance and sustain efforts made towards conflict resolution and building resilience.
