Office/Unit/Project Description

The Technical Secretariat of UNPRPD MPTF is based in the UNDP Governance team in the Bureau of Policy and Programme Support. The UNPRPD Technical Secretariat operates in accordance with the UNPRPD Strategic Operational Framework 2020–2025 and agreed annual work plan developed following strategic direction from the Policy Board and upon approval by the Management Committee.

With over 40 active programmes yearly the UNPRPD FUND is working towards improving the way in which programmes are designed and results monitored and captured in line with its new logframe.

The ME&L Specialist will contribute to consolidate, update and manage the M&E and Learning systems in place to ensure consistency across reporting and enabling the Fund to measure progress against its indicators as well as showcasing achieved results and impact.

Institutional Arrangement

The Monitoring, Evaluation and Learning Specialist will be reporting to Direct supervisor will be programme coordinator and work closely with programme focal point and junior researcher

Travel

UNPRPD will cover costs of travel to duty station when needed and missions.

Duties and Responsibilities

Scope of Work

Supporting joint programmes M&E activities including reporting and final evaluations:

-Assist joint programs to develop logframes and M&E strategies in line with funding calls and UNPRPD SOF 2020-2025

-Conducting quality assurance of reports from joint programmes and providing regular support to joint programme teams in implementation of the reporting

-Developing and delivering on-line training on RBM principles applied to UNPRPD joint programming

-Update joint reporting methodology for UNPRPD programs including annual progress reports, and final reports of joint programmes

Preparing global progress report

-Coordinate and prepare Fund’s annual report (outline, collecting data from programs and TS, oversee designer and editor)

-Develop and maintain Fund’s indicators matrix and collect, aggregate, process and manage data from programs to input to knowledge and comms products

-Ensure data on progress on indicators is uploaded in new MPTF gateway

Evidence generation and Lessons Learned

-Oversee Situational Analysis process ensuring high quality data gathering

-Support update of Situational Analysis guidance and cross country briefing and analysis

-Leads the identification and synthesizing of lessons learnt and best practices emerging from the Programmes.

-Provide guidance to country on undertaking lessons learned analysis

-Work closely with project team to ensure that the experience of UNPRPD-supported programmes is effectively evaluated, documented and disseminated through appropriate knowledge products;

-Facilitate on-going sharing of experiences across UNPRPD projects;

-Contribute to ensuring that lessons learnt from UNPRPD-supported projects are well reflected in efforts aimed at building UN system capacity for effective programming on the rights of persons with disabilities.

Conducting process and impact focus evaluations:

-Undertaking mid-term process evaluation of the Fund, including data collection, multi-stakeholder consultations.

-Undertake impact-focused evaluation in 2025 which will assess a small number of countries in greater depth to explore the UNPRPD MPTF’s contribution to accelerating progress towards CRPD implementation.

-Conducting and updating overarching risk analysis of the Fund

-Supporting the engagement of the Fund in the system-wide evaluations or audits and the broader evaluations of the Agenda 2030.

Min. Education requirements

  • Advanced university degree (Master’s Degree) in development studies, programme evaluation, social sciences or related field.

Min. years of relevant work experience

  • At least 5 years of progressively responsible experience working in reporting and evaluation;
