Job Description

Job Overview/Summary: As part of IRC’s Strategy 100, IRC’s Resettlement, Asylum, and Integration Programs Department will continue and expand on its commitment to delivering impactful programs and services, focusing on raising program quality through giving clients greater influence over program design and delivery, better using research and other evidence, powering decisions with data, and more agile and impactful, outcomes-focused program design. This position will support these commitments and the IRC’s Data, Research & Evidence Ambition Objectives by leading the monitoring and evaluation of multi-office projects, supporting the collection and use of client feedback data, and supporting M&E capacity building.

Major Responsibilities:

In this role you will lead monitoring and evaluation of multi-office projects. In the immediate term, this includes:

- Leading Monitoring and Evaluation of a 5 year project funded by SAMSHA to establish a National Child Traumatic Stress Initiative Category II center—the Center for Adjustment, Resilience & Recovery (CARRE) that will provide training and education to over 5,000 providers on the trauma of forced migration and increase child and family access to culturally-and contextually-responsive adapted evidenced-based treatment to prevent the long-term consequences of childhood trauma in refugee, asylum and other forcibly displaced children, youth and families (est. 50% FTE). Specifically, you will:

1. Update the M&E plan, track progress against the CARRE project’s goals and measurable objectives, coordinate data collection, report results in project implementation meetings and reports, and facilitate action planning based on data. 2. Conduct and present findings of an annual needs assessment of NCTSI, NCTSN partners, RAs, ECBOs; and key informant interviews to assess providers’ needs as it pertains to understanding of trauma, toxic stress, child development and family systems, and using service interventions to prevent the long-term impacts of traumatic stress for refugee and asylum-seeking children and families. 3. Coordinate collection of feedback data from training and technical assistance recipients to assess program quality, identify areas for improvement, and make needed adjustments. Analyze and present data in project implementation meetings and reports and facilitate action planning based on data. 4. Conduct an annual evaluation of the program through review of project data. an annual survey. 5. Work with the PI, co-PI, research advisor, and statistician to evaluate and select standard measures for evaluating child, caregiver, and family outcomes and capturing client feedback for refugee and asylum seeking children and families. Coordinate collection of child, caregiver, and family outcome and feedback data from replication sites and support the project’s statistician with data analysis as well as collecting and analyzing implementation data. 6. Document lessons learned and develop and disseminate guidance related to the collection of child, caregiver, and family outcome and feedback data for refugee and asylum children and families.

- Leading development, testing, and roll-out of a standardized client feedback data collection tool for the IRC’s Preferred Communities program. Responsibilities will include soliciting and incorporating feedback from staff and clients on the data collection tool and process. In the initial year of the project, you will also analyze the results of the data collected with input from HQ ICM and local office staff. This is part of a broader effort the position will co-lead involving an inclusive process for developing standardized client satisfaction indicators and related data collection tools and guidance for use across IRC’s Resettlement, Asylum, and Integration Programs. - Support M&E capacity building, including staff capacity to collect, analyze and use client feedback data, through thought leadership into global tools and resources, training, and technical support. - Leading or supporting other evaluation or research as opportunities arise.

Key Working Relationships:

This position is based in RAI’s Research, Analysis and Learning Unit and reports to the Director for Program Design, Monitoring and Evaluation. The evaluation coordinator will work in close collaboration with other members of the RAL and CARRE and ICM project teams, and with program offices.

Job Requirements****:

Education: Master’s Degree required, in fields such as Applied Statistics, Social Sciences, Information Management.

Work Experience: At least 3 years developing and implementing M&E plans; coordinating and/or conducting project evaluations, conducting qualitative and both descriptive and inferential quantitative data analysis. Experience conducting evaluations of programs for refugee or displaced populations.

Skills and Competencies:

- Ability to plan and conduct mixed method project impact, outcome and process evaluations and define sampling strategies. - Project management skills. - Ability to develop both quantitative and qualitative data collection tools. - Experience developing client feedback mechanisms and tools. - Understanding of data equity principles. - Strong quantitative and qualitative data analysis skills. - Capacity with SPSS, Stata, R or similar software. - Experience with qualitative data analysis software. - Advanced knowledge of Microsoft Office Word, PowerPoint and Excel. Ability to set up mobile data collection systems a plus. - Ability to effectively communicate results, including with data visualization. - Strong attention to detail (excellent proofreading and editing skills). - Ability to work flexibly both independently and as part of a team. - Excellent communication skills, both verbal and written, with fluency in English. - Ability to handle multiple priorities and deadlines.

Language Skills: Fluent in written and spoken English. Additional fluency in Spanish preferred.
