In 2022, in response to an increase in asylum seekers and migrants arriving to New York after having recently arrived via the southern US border, New York City’s Health & Hospitals (H&H) launched several Humanitarian Emergency Response and Relief Centers (HERRCs) to provide humanitarian reception and supportive services to asylum seekers while they stabilize and organize plans to reach their final destination, whether that be NYC or elsewhere in the US.

The IRC New York office will partner with H&H to provide initial intake and assessment, basic legal information, referral services, and reconnection case management to arrivals at HERRC sites. The IRC believes that effective humanitarian reception can serve as a gateway to a safe and dignified asylum system in the US by providing asylum seekers with initial reception and referrals to understand their rights and the legal process, providing more intensive case management for cases with heightened needs, and facilitating safe connections to US ties—whether in New York or elsewhere—and referrals to legal and social services in their final destinations.

The Monitoring, Evaluation & Learning Manager supports the design of data-driven, client informed programming and leads the development, implementation, and monitoring of strategies to strengthen monitoring, evaluation, and learning across the project cycle. Reporting to the Deputy Director and in close coordination with Site Leads, Program Managers, technical units, and IRC’s Research, Analysis & Learning (RAL) Unit, this position will inform the development of a humanitarian reception system for asylum seekers in New York City that is data-driven, protection-centered, and responsive to client needs and interests.

Major Responsibilities:

- Support program staff in the design and adaptation of asylum reception programming at the HERRC sites that is outcomes-focused, client-responsive, and informed by learning, research evidence, and data—including data from client needs assessments and context analysis. - Review and adapt program theories of change. - Ensure data collection practices comply with New York City laws and regulations related to the protection of sensitive data, particularly as it relates to immigration status. - Support program staff in the development of an M&E plan, including log frames, that meet IRC organizational standards and facilitate learning and client-responsive, GEDI-informed, data-driven service delivery. - Support program staff in the GEDI-informed design and implementation of data collection tools, including tools to capture client feedback. - Support program staff in developing and implementing strategies to close client feedback loop (eg, reporting back action taken based on feedback). - Collaborate with the Deputy Director to develop regular reports to the donor and for internal use and learning. - Data quality assurance—including ensuring quality of core indicator data, conducting quality audits when needed; work with program managers to ensure appropriate staff training on data and reporting requirements. - Support program staff with data analysis and action planning and capture of lessons learned. - Collaborate with program managers in the development of regular protection monitoring reports to monitor client needs, and inform and adapt IRC’s program model. - Participate in RAI’s MEL working groups and community of practice. - Coordinate program response to IRC’s Quarterly Strategic Reviews (QSR) and other stats data requests and ensure. - Other related duties as assigned.

Job Requirements:

Education:

- Undergraduate degree, preferably in social sciences, data science or statistics, or a related field.

Work Experience:

- Five or more years of related professional experience; preferably with a non-profit or social service organization conducting monitoring & evaluation of programs for refugees or displaced populations. - Experience developing and implementing M&E plans, coordinating and/or conducting project evaluations, conducting qualitative and both descriptive and inferential quantitative data analysis.

Demonstrated Skills and Competencies:

- Leadership experience with M&E planning, system set-up, maintenance, and oversight from inception to close-out. - A strong understanding of routines that promote data quality and data-driven decision-making. - Experience with a range of data management systems. - A strong understanding of client feedback systems and demonstrated dedication to applying a GEDI lens to monitoring, evaluation, and learning. - Demonstrated experience with MEL capacity building/ training. - A strong understanding of principles and processes involved in collection of data from linguistically diverse refugee, immigrant, and migrant (RIM) populations. - Proven experience with donor reporting and data visualization. - Experience with PowerBI strongly preferred. - Strong understanding of the relationship between program design, M&E, and technical skills needed to support program staff in designing data-driven projects. - Advanced M&E knowledge, including knowledge of basic M&E concepts and tools, as well as some or all of the following: design of evaluable projects, data analysis, statistics, electronic data collection, sampling, and evaluation and research methodologies. - Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives. - Demonstrated success working and communicating effectively in a multi-cultural environment. - Strong attention to detail with the ability to prioritize and manage time effectively. - Strategic, creative, problem solver capable of working well independently and as a part of a team. - Advanced computer proficiency with an emphasis on Microsoft Office applications and desktop publishing. (Word, PowerPoint, Excel, Teams, Outlook).

Language Skills:

- Fluency in written and spoken English - Bilingual ability desired but not required in Spanish, Portuguese, Mandarin, Russian, Arabic, Turkish, Dari, Georgian or other New York City refugee/immigrant language. Strong cross-cultural understanding and excellent communication skills, both written and verbal.

Working Environment:

- Daily on-site presence at the HERRCs, which are 24-hour/7-day facilities, where it is expected that the IRC will operate on a regular (for example, 9-5) schedule; some flexible or hybrid work hours with supervisor permission.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
