- Strong technical capability in indicator design, results frameworks, data validation, and performance dashboard development.

- Excellent analytical, synthesis, and communication skills.

Role Summary
We are seeking a Monitoring, Evaluation and Learning (MEL) Consultant based in Senegal for a six-month assignment to strengthen performance systems and harmonise reporting frameworks within the Delivery Unit.
Embedded within the Government Delivery Unit and working closely with TBI advisors and senior government counterparts, the MEL Consultant will design and operationalise strengthened monitoring, evaluation, and learning systems to support performance tracking, accountability, and evidence-based decision-making.
The consultant will focus on harmonising national and donor reporting frameworks, improving data quality and validation processes, coordinating multi-donor reporting requirements, and institutionalising structured performance review and learning routines. The assignment will also include targeted capacity-building to ensure sustainability of MEL systems beyond the consultancy period.
This is a high-impact, time-bound advisory role focused on system strengthening, institutionalisation, and practical delivery improvements.
Key Responsibilities
- Design and implement a harmonised Monitoring, Evaluation and Learning framework aligned with national reform priorities and donor reporting requirements.
- Develop a consolidated indicator matrix to ensure coherence across programmes and reporting streams.
- Establish data quality assurance and validation protocols to strengthen reliability, accuracy, and accountability of performance data.
- Design and operationalise performance dashboards to support senior leadership visibility and structured review discussions.
- Coordinate and streamline multi-donor and government reporting processes to ensure consistency, timeliness, and quality.
- Institutionalise structured performance review and learning routines, including regular review cycles and adaptive management mechanisms.
- Produce analytical briefs and learning notes to inform strategic adjustments and continuous improvement.
- Deliver targeted capacity-building support to Delivery Unit teams and implementing partners to embed sustainable MEL practices.

By the end of the six-month assignment, the consultant is expected to deliver:
- A harmonised MEL framework and consolidated indicator matrix.
- Operational performance dashboards and formalised data quality assurance protocols.
- Streamlined and improved multi-donor and government reporting processes.
- Institutionalised review and learning mechanisms embedded within Delivery Unit operations.
- Capacity-building sessions and practical guidance materials to sustain MEL systems beyond the consultancy period.
