UN Women Liberia country Office contributes to its global corporate mandate to make the vision of the sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life. Its main objective is to promote women’s human rights and gender equality which are key in sustaining and furthering achievements in stability and development. In this regard, its programming in the Country is connected to five corporate priority areas: (1) women’s leadership and political participation; (2) enhancing women’s economic empowerment; (3) engaging women in all aspects of peace and security processes; (4) advancing women’s rights to live free from violence; and (5) Implementing gender responsive budgeting and governance. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

Reporting to the Deputy Country Representative, the Monitoring, Evaluation, Reporting & Knowledge Management Specialist will provide support to the Country Office (CO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences

Within the delegated authority and under the supervision of Deputy Country Representative or his/her designated mandated representative(s), the UN Volunteer (M & E, Reporting and Knowledge Management Specialist) will:

  1. Provide guidance to the CO in incorporating monitoring and reporting into programme formulation • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria. • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation. • Coordinate annual work plan monitoring, reviews and reporting. • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan; • Provide strategic guidance to partners and CO in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys; • Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements. • Ensure sufficient funds for monitoring, evaluation and reporting at country/ regional level.

  2. Provide technical guidance to the Liberia Country Office in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
    • Ensure data collection and analysis from field visits are coordinated and standardized across programmes;
    • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making. • Visit partners to support monitoring of results and planning processes. • Lead the review of financial reports based on contractual obligation. • Monitor the spending of donor funds and other programme expenditures and disbursements. • Develop and monitor the CO Monitoring, Evaluation, and Research Plan

  3. Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process. • Finalize donor and programme reports (both narrative and financial); • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting. • Review progress reports submitted by partners and provided feedback to improve quality and timeliness of reporting. • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

  4. Provide technical support to the Liberia Country Office in the implementation the UN Women Evaluation Policy • Provide technical support to the implementation of UN Women’s Evaluation plan at the country level; • Provide guidance to CO programme staff on evaluations.
    • Ensure communication between the CO and RO regarding Evaluations. • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Development Assistance Framework (UNDAF).

  5. Collaborate with communication team in Develop, and implement Knowledge Management plan and tools
    • Conduct a needs assessment to identify knowledge gaps by undertaking a comprehensive mapping of existing Knowledge Management activities, guidelines and tools. • Develop a knowledge management plan in consultation with all pillars taking into account internal and external demand for knowledge related to the programmes; • Manage the implementation of the knowledge management plan, track progress made, raise issues and make recommendations to address those issues.

Liberia, Africa's oldest Republic, is located at the western edge of the continent, on the Atlantic coast between Sierra Leone and Côte d'Ivoire. The population of Liberia is approximately 4.5 million and contains about 16 different ethnic groups. A large percentage of Liberia’s population lives in the capital, Monrovia.
The Liberia climate features a wet season and a dry season, but precipitation is seen even during the dry season. Temperatures remain constant throughout the year averaging around 26.4 °C (79.5 °F). The weather is sometimes cold during the day and evenings in the rainy season; also, most rooms are air-conditioned, so it is suggested that appropriate clothing (light sweater or jacket) be brought along. The country is generally safer, except for petty crimes, especially in the cities. It is mandatory to complete the United Nations Basic Security course BSAFE. The current UN security level for Liberia is level 2. Upon arrival in the country, all UN staff receive a security briefing from UN Department of Safety and Security (UNDSS). Security recommendations from UNDSS must be followed by all UN Staff and UN Volunteers during their assignments in Liberia. There are hotels and guesthouses in the capital, Monrovia, that are comfortable and have electricity and security. All UN Staff and UN Volunteers are to use only UN-approved guest houses and hotels. There is a UN Clinic located within the UN Compound, accessible to all UN Staff. Also available in the country are recognized hospitals and clinics that UN staff can visit, based on his/her decision. A gym is available at the One UN House for all categories of staff based on the presentation of the UN ID Card. A mini mart and two local banks ( UBA and Ecobank) are available on the underground floor of the UN Compound for easier access by UN staff.

Liberia is a unique country and UN WOMEN is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
