You have:
- At least 2 years of relevant work experience preferably in social work, community development, non-governmental organizations, or civil society.
- University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification.
- Experience working with NGOs and/or the humanitarian sector, and use of data collection tools.
- Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability.
- Excellent skill in MS Word, Excel, and PowerPoint.
- Basic knowledge of data analysis practices and tools.
- Upper-intermediate English and Ukrainian proficiency.

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. Danish Refugee Council is currently looking for a highly qualified Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer), for its activities in Mykolaiv, 6-month contract with possibility of extension
About the job
Monitoring, evaluation, accountability, learning officer will report to Monitoring, Evaluation, Accountability & Learning Team Leader.
Monitoring, evaluation, accountability, learning officer will:
- Conduct monitoring activities in area of operation;
- Communicate information effectively to programs teams;
- Gather data from the field and follow up on activities in order to get feedback on the quality and relevance of the assistance;
- Analyze data and engage in reporting to support program and donor facing learning and development.
Your main responsibilities will be:
- Work with area-level MEAL plan and ensure timely reporting on monitoring activities in line with it and project timeline
- Conduct everyday monitoring, including but not exclusive to field visits and post-distribution monitoring (PDM):
- Conduct monthly meetings with relevant project teams to ensure accurate reporting of indicators to IPT
- Verification of the indicators across all data sources (Infoportal, Kobo, IPT)
- Support in conducting participatory monitoring activities with DRC beneficiaries using a varied suite of tools:
- Collect of the beneficiary lists from relevant teams in accurate format for the conduction of post-distribution monitoring (PDM)
- Conduct phone post-distribution monitoring (PDM) survey with beneficiaries
- Regularly undertake field monitoring visits to project and partner activities:
- Develop reports about the results of the visits and their communication to the relevant teams
- Provide regular verbal and written feedback on field observations and monitoring findings to the Monitoring & Evaluation Manager and relevant Project Staff
- Ensure the high quality of data by ensuring accurate data collection, data entry and upload as well as basic analysis of information:
- Collect relevant means of verification (MoVs) and ensure they are stored correctly (uploaded to sharepoint)
- Regular analysis of the PDM results for respective area and its presentation to the teams during monthly review meetings
- Carry out quantitative and qualitative data collection on activities at the field level
- Support project teams to conduct assessments during various stages (design, desk research, data collection, analysis)
- With the support of programs teams, ensure that complaints and requests for assistance are responded to in a timely manner
- Ensure programs teams are distributing and raising awareness of the CFM system and it’s operations
- Conduct regular learning sessions with relevant project teams
About you
To be successful in this role we expect you to have at least 2 years of relevant work experience preferably in social work, community development, non-governmental organizations, or civil society.
Moreover, we also expect the following:
- University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification;
