Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall Purpose of the role:

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will be in charge of managing the projects' MEAL activities. Working closely with the Programme team and the MEAL Coordinator, she/he will support a culture and practice of reliable planning, monitoring, evaluation, accountability, and reporting in all projects.

Responsibilities:

  • Develop and/or update M&E tools, databases in close collaboration with the MEAL Coordinator and sectoral focal points.
  • Responsible for the implementation of the Meal policies and procedures for effective programme delivery
  • Ensure key indicators are identified, monitored and reported on in line with the project M&E Plan, DRC and donor standards
  • Responsible for the collection, analysis and dissemination of project data and follow up with specific sectors for the utilization of such data
  • Ensure quality of the full data management cycle from collection to storing and analysis of data and ensures validation and accuracy of all data.
  • Carry out Post-Distribution Monitoring (PDM) exercises to determine if interventions are reaching the right people, in the right quantity and quality, at the right time and are relevant
  • During monitoring activities ensure beneficiaries are treated with respect, confidentiality and informed consent.
  • Monitor activity implementation progress against objectives and work plans
  • Produce periodic monitoring reports and make recommendations for corrective action to appropriate decision-makers, to ensure programs have accurate and useful data to inform project development.
  • Ensure that MEAL findings are reflected and their recommendations are incorporated in the concept notes, proposals and implementation plans
  • Support Program team leaders, Coordinators, and other program staff with the active implementation of the MEAL plans, ensuring that plans are updated on a timely basis and that MEAL findings are included in all donor reports.
  • Support and carry out project assessments, evaluations, and any other form of survey or review.
  • Undertake field trips and conduct physical observations on ongoing projects.
  • Participate in developing and strengthening DRC’s MEAL unit by providing support in recruitments and capacity building of staff.
  • Work closely with programme teams to ensure that project-relevant information is shared among teams.
  • Promote awareness on DRC MEAL standards among relevant DRC staff and key stakeholders through various means including in-house trainings of staff, meetings with beneficiaries, communities and local authorities.

Accountability

  • Coordinate the design and implementation of accountability systems for projects, working closely with Programme Managers
  • Build the capacity of staff to plan and implement effective accountability systems for the Programme.
  • Strengthen the country program’s beneficiary and feedback complaint mechanism and set-up new systems as the program extends to new geographical areas
  • Ensure that the activities are compliant with DRC accountability principles
  • Support the implementation of DRC’s complaints mechanism.

Learning and project quality

  • Participate in the Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
  • Regularly present key MEAL findings to the Senior Management Team for further development.
  • Support the programme’s aim for further strengthened integrated programming and actively propose ways of achieving this using MEAL findings.
  • Perform other duties as directed by the MEAL Coordinator

Education, experience & technical competencies.

  • A Bachelor’s degree in relevant field (development, social research preferable with a focus on monitoring and evaluation as well as compliance issues). Fluency in written and spoken English essential,
  • Knowledge of data analysis software and use of data analytics tools such as SPSS.

  • A minimum of three (3) years of work experience in designing and implementing of MEAL systems for emergency, recovery and development programs.

  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants’/refugee settings in complex emergencies
  • Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.
  • Excellent knowledge of Mobile data applications (Kobo Toobox, ODK, etc)
  • Experience with research, including data collection and data management.
  • Experience in developing/ guiding information management systems for large humanitarian programs.
  • Experience in participatory assessment and community-based monitoring approaches
  • Clear understanding of Core Humanitarian Standards (CHS)
  • Experience with convening and facilitating trainings and workshops
  • Excellent analytical and report writing skills (English)
  • Fluency in written and spoken English-essential.

Conditions

Availability: 1st April 2022

Duty station: Hargeisa

Reporting to: Acting Base Manager

Duration: 6 Month of contract with possibility of extension based on fund and performance.

Contract: This position is graded as G6 (NM-H2) for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
