Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator - Mihikatha Lanka Project

The MEAL Coordinator is responsible for leading the field implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system for the Mihikatha Lanka Project in Welikanda and Rideemaliyadda DS Divisions. The position ensures the effective planning, coordination, implementation, and continuous improvement of project monitoring, evaluations, accountability mechanisms, data quality assurance, learning processes, and reporting.

The MEAL Coordinator provides technical support with the leadership of MEAL Manager and MEAL Advisor WV Canada (WVC) in developing and implementing project MEAL plans, baseline, midline and end-line studies, Annual Impact Monitoring, assessments, data quality assurance processes, indicator tracking systems, and accountability mechanisms. The incumbent works closely with the Project Manager, Technical Specialists, National Office MEAL Team, partners, and communities to generate high-quality evidence for adaptive management, donor reporting, and organizational learning while ensuring compliance with World Vision and donor standards.

Major Responsibilities

  • Coordinate implementation of the project MEAL Plan in accordance with donor and World Vision standards.
  • Develop project monitoring frameworks, indicator tracking tables, and reporting systems with the leadership of the MEAL manager and MEAL advisor WVC.
  • Lead implementation and contextualization of monitoring tools, questionnaires, databases, and digital data collection systems.
  • Design Kobo questionnaires and digital databases with the technical guidance of MEAL manager and MEAL advisor WV Canada.
  • Lead on translation of necessary documents such as data collection tools and databases.
  • Coordinate the implementation of the Community Feedback and Response Mechanism (CFRM).
  • Ensure complaints and feedback are documented, investigated and resolved.
  • Build capacity of project staff and partners on MEAL with conceptual support of MEAL Manager.

Required qualifications, experience & competencies

  • Bachelor's Degree in Social Sciences, Statistics, Economics, Development Studies, Town Planning, or a Related Field
  • 3 years of working experience in monitoring and evaluation, data collection, or a related field
  • Ability to read, write and speak in English and Sinhala (Managing Tamil language will be an advantage)
  • The position requires ability and willingness to travel domestically up to 50% of the time
