DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

Overall purpose of the role

This managerial position is under the overall guidance of the Country MEAL Manager. S/he will contribute to the development and implementation of DRC Yemen MEAL framework, with particular focus on designing and implementing monitoring, evaluation, accountability and learning plans for all projects within the specified locations as well as other geographic locations whenever requested. S/he will have responsibility for designing and implementing MEAL activities under the direct supervision of MEAL Manager. S/he will also be required to analyze the data gathered and advise the project managers and senior management on issues relating to programme quality. In addition, s/he will be responsible for ensuring that DRC Yemen’s activities in the locations meet the Core Humanitarian Standards (CHS) obligations at project and programme level, including developing and overseeing the establishment of beneficiary feedback mechanisms.

Main responsibilities:

  • Coordinate MEAL activities (monitoring visits, baseline assessments, end line assessments, PDMs, Market Assessments, or any other assessments thematic assessments) in consultation with MEAL Manager and Area Manager.
  • Provide regular updates on program progress against indicators for programmatic components, and ensure all delegated IPTTs are updated and shared with MEAL Manager and Area Manager on a timely basis.
  • Provide regular updates on program progress, challenges, feedback, learning, and other issues with MEAL Manager and Area Manager.
  • Coordinate MEAL reports (baseline, midterm, end line, PDM, ODM, field visit, verification and other MEAL reports).
  • In coordination with MEAL Specialist – IM, support in the rollout of the information management system to ensure timely and accurate data is sent to the data focal point.
  • In consultation of MEAL Manager, lead the recruitment process of MEAL staff and casual labors as well as build the capacity building of them.
  • Act as the focal point for the Beneficiary Feedback Mechanism in coordination with MEAL Manager.
  • Document lessons learnt and share with the MEAL Manager and Area Manager.
  • Implement the annual MEAL Assessment set out by MEAL Manager.
  • Perform other duties as assigned by MEAL Manager.

Experience and technical competencies:

  • Minimum of 3 years’ experience in the design and implementation of M&E in development projects implemented by national/international NGOs/UN.
  • Ability to work in structured manner and independently with limited oversight.
  • Knowledge and experience regarding CHS.
  • Ability to remotely manage individuals.
  • Excellent data analysis and report-writing skills.
  • Demonstrable experience of developing monitoring and evaluation tools.
  • Experience providing training and support to project staff.
  • Excellent negotiation and communication skills, including a supportive working style.
  • Understanding of various donor requirements such BHA- USAID, WFP, ECHO, YHF, e.t.c.

Education:

Bachelor’s degree in social science, IT, computer science, statistics, economics, M&E science or related field.

Languages:

  • Advanced English proficiency
  • Fluency in Arabic

We offer

DRC will offer the successful applicant one year contract, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Sana’a.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G Manager).
