Purpose of the Post:

In the context of the Outbreaks and Health Emergencies incident management system, serve as the regional focal point for incident data management system, this includes oversee the collection, collation, management, and analysis of data relevant to the emergency incident, to aggregate the relevant information in the form of narrative text, maps, and graphics for use in decision making, health sector situation reports, donor reports, and other relevant documents.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational Context (Describe the work environment, the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc; available guidelines and degree of independence in decision making, and nature and purpose of contact within and outside the Organization):

Reporting to the MGA, and under the overall guidance of the WCO -PMO and EPR Team Lead, the incumbent will have front line responsibility for information and data Management activities at the National and Regional level. He/she will collect, triangulate, compile relevant information to the emergency preparedness, prevention, response, and recovery programmes, ensuring their reliability and accuracy. He/she will have ongoing contacts with national authorities, other UN agencies, health cluster partners, INGOs, etc. to facilitate the collection and dissemination of related data.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

1. Support planning and implementation of monitoring and evaluation activities on effectiveness of all health assistance interventions (e.g. beneficiary needs and access status, programme modalities, implementation challenges, etc.).

2. Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).

3. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance ability to demonstrate outcome focused results.

4. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.

5. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.

6. Train WHO and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.

7. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.

8. Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence.

9. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, risk management and risk mitigation activities.

10. Aggregate and maintain information from technical teams, field offices and partners including contact lists, event specific information (what, where, who, how many, how quickly, status), health indicator data, health situation data, health response data, etc.

11. Develop tools to harmonize data collection and processes across WCO and field offices to facilitate consolidation of information. Respond to specific information requests from the technical teams and partners, ensure dissemination of information and knowledge sharing with all partners.

12. Perform any other duties, as required by the supervisor.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post): Describe the essential knowledge and the skills specific to the position

1. Demonstrated knowledge of principles, disciplines and techniques to implement monitoring and evaluation strategies.

2. Good research and documentation skills especially for ‘best practices’ in organizational change.

3. Proven ability to make recommendations related to work-processing approaches and procedures which would lead to more efficient systems design.

4. Advanced ability to gather, analyse and disseminate information on best practice in accountability and results-based management systems.

Education (Qualifications):

Essential: First university degree in information management, , public health, epidemiology, economics, international development, life sciences, public or business administration, Information Technology from an accredited/recognized institute.

Desirable: Relevant Training in monitoring and evaluation and/or planning

Experience:

Essential: At least two years’ of related experience in the design and implementation of monitoring and evaluation strategies, methodologies and tools, including experience large enterprises, in emergency operations or humanitarian context.

Desirable: Experience with WHO/UN, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization or a public sector organization.

Languages:

Essential: Excellent knowledge of English.

Desirable : Knowledge of the local language(s)

Other Skills (e.g., IT):

• Excellent knowledge of Microsoft Office applications.

• Demonstrated knowledge of information technology and ability to apply it in work\\ assignments.
