Danish Refugee Council, one of the world's leading humanitarian NGOs, is currently looking for a qualified Monitoring, Evaluation, Accountability and Learning Officer for its Base office in Chernihiv.

Overall purpose of the role

• Conduct monitoring activities, communicate information, gather data from the field and follow up on activities in order to get feedback on the quality and relevance of the assistance.

• Analyze data and write reports.

Your main duties and responsibilities will be:

Monitoring and evaluation activities

  • Conduct comprehensive baseline and endline assessments.
  • Support in conducting participatory monitoring activities with DRC beneficiaries using a varied suite of tools.
  • Support the development of data collection methodology and tools.
  • Regularly undertake field monitoring visits.
  • Ensure the high quality of data by ensuring the accurate data collection, data entry and upload as well as basic analysis of information.
  • Ensure timely reporting on monitoring activities in line with work plans and project timeline.
  • Provide regular verbal and written feedback on field observations and monitoring findings to the Monitoring, Evaluation, Accountability and Learning Manager and relevant program staff.
  • Work closely with program teams, conducting any monitoring activities for the projects implemented in Ukraine by DRC.

Reporting and information

  • Submit weekly and monthly reports to the MEAL Manager/ MEAL Officer on achievements and challenges related to monitoring.
  • Produce monitoring Field visit reports to ensure programs have accurate, useful and relevant data to inform project development.
  • Participate in the internal evaluation of the program.
  • Assist with desk research, post-assistance monitoring and evaluation reports.
  • Work with programme and other MEAL staff to compile reports for various coordination requests including OCHA and local authorities.

Humanitarian Accountability

  • Support the implementation of DRC’s complaints mechanism.
  • Ensure that the activities are compliant with DRC accountability principles, including Core Humanitarian Standards (CHS).
  • Have a good understanding of, and ability to make recommendations on the safe and secure storage of data and information.

Learning

  • Support with conducting learning events.
  • Assist with updating Lessons Learnt Tool and conducting Lessons Learnt activities during the programme workshops.

Required experience and competencies

  • University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification.
  • Minimum 2 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
  • Experience working with NGOs and/or the humanitarian sector, and use of data collection tools.
  • Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Knowledge of data analysis and data collection tools (Power Bi, KoBo toolbox) is a plus.
  • Advanced English proficiency.
  • Fluency in local language.

We offer

Contract length: till 30 December 2022 with possibility of extension based on available funding.

Level: H2 - Non-manager

Start date: November 2022
