ROLE PURPOSE:

Under the overall supervision of MEAL Coordinator, the MEAL officer will be responsible for undertaking coordination efforts related to monitoring, evaluation, accountability and learning across the Lebanon country programs. The MEAL officer will work closely with MEAL team and program teams.

CHILD SAFEGUARDING:

Level 3: The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Reports to: MEAL Coordinator

KEY AREAS OF ACCOUNTABILITY

  • Work closely with MEAL team and program teams to coordinate the implementation of assigned MEAL tasks.
  • Consolidate program Indicator Performance Tracking Table, output tracker and other reporting tools.
  • Provide feedback regarding the status of MEAL implementation plan per project.
  • Support in the process of outcome level analysis for assigned projects.
  • Review data collection methodology.
  • Revise existing tools or development of new tools.
  • Support the development of data collection and analysis plans by program teams.
  • Conduct QBMs (Quality Benchmarks) and monitoring visits for assigned projects.
  • Train program staff and implementing partners on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to.
  • Support learning events, in particular documentation of lessons learned.
  • Support needs’ assessment exercises carried out by program teams (data collection methodology, training on data collection methodology and tools, quality control of data collection process, review of assessment statistics).
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

QUALIFICATIONS

  • University Degree in social sciences or equivalent.
  • Excellent verbal and written skills in Arabic and good written and spoken English.

EXPERIENCE AND SKILLS

Essential:

  • SPSS, STATA, or R experience is required as a must for this position.
  • Experience and knowledge of monitoring, evaluation, accountability and Learning approach and system.
  • Skills in designing and implementing information management and performance measurement frameworks.
  • Strong interpersonal and organizational skills, and ability to work under pressure.
  • Proven analytical and problem-solving skills.
  • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results.
  • Demonstrated understanding of emergency response activities
  • Commitment to and understanding of Save the Children’s MEAL approach, aims, values and principles.

Desirable:

  • Previous experience in data analysis and coordination
  • Previous experience with Save the Children programs, within MEAL is a plus.
  • Ability to work in challenging and complex environments.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

Additional Job Responsibilities:

The duties and responsibilities set out above are not exhaustive and the post holder may be required to carry out additional duties reasonably in relation to their level of skills and experience.

In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.
