  • Degree in Social Sciences, Development Studies, or related field (postgraduate desirable).
  • 5+ years’ experience in MEAL, including designing systems, donor reporting, and participatory approaches.
  • Strong skills in quantitative and qualitative data management, ideally with Power BI, Kobo, or similar tools.
  • Experience working with and supporting local partner organisations.
  • Excellent facilitation, training, and communication skills in English and Arabic.

The Opportunity

The MEAL Manager will be responsible for providing strategic direction and technical advice on all aspects of MEAL for Trócaire’s programming, helping to ensure that Trócaire and its partners are implementing high quality programmes, are striving for excellence and are fostering a culture of learning and continuous improvement. The MEAL Manager will ensure the Country Programme is meeting all donor MEAL requirements across all country grants. S/he will have excellent technical abilities in MEAL systems and processes; solid grounding in MEAL programme quality; well-honed capacity building skills; and will be capable of maintaining strategic vision and oversight of MEAL in multiple grants.

Key Responsibilities

  • Lead the design and implementation of MEAL frameworks, indicators, and tools across programmes and grants.
  • Provide technical support, training, and mentoring to staff and local partners on monitoring, evaluation, accountability, and learning.
  • Oversee quality data collection, analysis, and reporting, ensuring compliance with donor requirements.
  • Support programme learning through reviews, evaluations, and knowledge sharing.
  • Strengthen partner capacity in results-based management, data analysis, and ethical M&E practices.
  • Represent Trócaire in MEAL, partnership, and localisation networks.
  • Lead on the development and management of evaluations, baselines, and research studies, ensuring the use of both qualitative and quantitative methodologies..
  • Promote documentation and dissemination of lessons learned, innovative practices, and knowledge sharing at country and organisational levels.
  • Contribute to institutional funding by supporting the design of proposals, theories of change, and MEAL frameworks that strengthen donor engagement.

You will report to the Head of Programmes, the job opportunity will be offered on a fixed term contract (FTE) for 12 months, with the possibility of extension and is based in Lebanon.
