Overview

Coordinate and strengthen MEAL systems at the Area Office level.

You have:

  • Minimum 4 years of MEAL experience, including at least 2 years in a leading position with an international NGO.
  • Bachelor's degree in Statistics, Information Systems Management, Social Sciences, Development Studies, or any related field.
  • Skilled in data analysis, interpretation of trends, and communication of findings.
  • Experience in mobile and online data collection systems and in data management and analysis platforms.
  • Strong understanding of MEAL principles and approaches in relief and development settings.
  • Familiarity with the political, cultural sensitivity, and humanitarian context in Cox's Bazar Rohingya response.
  • Fluency in verbal and written English and Bangla required; Rohingya or local language an asset.
  • Experience coordinating with the UN system, INGOs, and local authorities at field level.
  • Proficiency in Microsoft Office applications; experience with Microsoft 365 collaboration tools is an advantage.
  • Experience implementing MEAL systems in hard-to-reach or remote-managed areas.

The MEAL Coordinator ensures the integration of evidence-based decision-making, accountability, and learning across NRC’s programmes by coordinating and strengthening MEAL systems and standards at the Area Office level.

The role of the MEAL Coordinator is to ensure that MEAL systems, plans, tools, and procedures are effectively implemented, while providing technical supervision, capacity building, and guidance to MEAL staff and programme teams.

The position plays a bridging role between strategic MEAL frameworks set at CO level and their practical application across projects, ensuring that evidence inform programme decision-making, learning, and adaptation.

Qualifications

Professional Competencies

  • Minimum 4 years of MEAL experience, including at least 2 years in the area-level/field level leading position with an international NGO, preferably in emergency or post-conflict settings, with experience supporting Internally Displaced Persons (IDPs) and working in camp or remote management environments.

  • Bachelor’s degree in Statistics, Information Systems Management, Social Sciences, Development Studies, or any related field. Candidates without any proper degree but with at least 5 years of relevant experience may also be considered based on need.

  • Strong understanding of MEAL principles and current approaches in relief and development settings, using both quantitative and qualitative methods.

  • Skilled in data analysis, interpretation of trends, and communication of findings.

  • Experience in mobile and online data collection systems and in data management and analysis platforms.

  • Experience handling sensitive data and information in line with data protection principles.

  • Experience coordinating with the UN system, INGOs, donors, and local authorities at field level.

  • Technical expertise in programme evaluation methodologies and approaches.

  • Experience in facilitating participatory discussions, learning workshops, and capacity-building activities.

  • Working knowledge of English, both written and verbal.

  • Proficiency in Microsoft Office standard applications (Word, Excel, PowerPoint, Outlook) is required; experience with Microsoft 365 collaboration tools (e.g., SharePoint, Teams, OneDrive, Planner) is an advantage.

  • Good level of proficiency in Windows Excel, quantitative analysis (SPSS preferred), and PowerBI, GIS/map generations.

Context related skills, knowledge and experience

  • Familiarity with the political, cultural sensitivity, and humanitarian context in Cox’s Bazar Rohingya response.

  • Fluency in verbal and written English and Bangla required; Rohingya or local language an asset.

  • Experience implementing MEAL systems in hard-to-reach or remote-managed areas.

  • Experience supporting MEAL for one of NRC’s Core Competencies is an asset.

Responsibilities

Generic Responsibilities

  • Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the MEAL policies and procedures.

  • Support and contribute to the development and implementation of MEAL systems, including MEAL Standard Operation Procedures (SOPs), guidance and tools.

  • Coordinate implementation and harmonisation of NRC MEAL systems, SOPs, and standards at area level office.

  • Support programme design by reviewing Theory of Change, Core Competency (CC), and project logframes, indicators, and MEAL budgets.

  • Provide technical support to MEAL staff and programme focal points in assessments, outcome monitoring and evaluation.

  • Contribute to evaluations, learning exercises, and digital MEAL system roll-out.

  • Support partners and/or consortium members to strengthen their MEAL systems, harmonise tools, and contribute to joint learning.

  • Support to ensure Safe and Inclusive Programming (SIP) by integrating protection mainstreaming principles into MEAL processes, assessments, monitoring, and reporting.

Specific Responsibilities

  • Provide technical support to programme teams on the design and implementation of assessments, integrated approaches, and thematic projects, ensuring quality tools, sampling, data collection, and analysis in line with MEAL standards.

  • Ensure evidence from outcome monitoring, evaluations, and community feedback mechanisms (CFM) is synthesised and used to adapt MEAL tools, systems, and learning processes.

  • Act as area-level focal point for MEAL components (e.g., Evaluation, Learning, or Core Competencies), consolidating MEAL evidence to feed into CO strategy and learning agenda.

  • Train programme and partner staff on data collection tools, outcome monitoring methodologies, safe data practices, and facilitate area-level learning events and orientation sessions for new staff.

  • Support harmonisation of MEAL approaches with consortium partners and coordinate joint assessments and outcome monitoring.

  • Provide rapid MEAL support to emergency response interventions (PDMs, real-time reviews, data verification) and ensure timely reporting of area-level monitoring data, including monthly GORS submissions.

  • Ensure inclusion and standardisation of cross-cutting indicators (SIP, gender, age, disability) in assessments, Theory of Change, logframes, outcome monitoring, and program implementation processes.

  • Support MEAL Manager and Area Manager in developing and implementing standardized MEAL systems, data management processes, and clear information flows between program and MEAL staff.

  • Collaborate with Information Management Officers (IMOs) for regular data quality checks and generate reports based on spot checks.

  • Support consideration, collection, and analysis of indicators related to cash-based interventions and market-based approaches, as appropriate.

  • Prepare progress reports for Area Manager, specialists, and program teams, ensuring proper documentation and filing, and support program and advocacy departments in generating evidence for reports and initiatives.

  • Carry out any other tasks relevant to the function or the position as delegated by the line manager and technical line manager.
