GENERAL BACKGROUND

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated Monitoring, Evaluation, Accountability and Learning Coordinator who will strengthen DRC's monitoring, evaluation, learning, accountability and information management systems.

About the organisation

Danish Refugee Council (DRC) has been working in Bosnia and Herzegovina since 1992 and closed its office in the country at the end of January 2010. In July 2018, DRC re-opened its mission responding to increasing and priority needs of Person of Concern (PoCs) in close cooperation with the BiH Authorities. More specifically, DRC BiH focuses on improving the access to primary and secondary health care, including psychosocial and mental health services to PoCs, as well as on enhancing the overall protective environment for PoCs, with particular focus on case management in SGBV and timely outreach response to the rights violations at the borders. DRC has its main office in Sarajevo and the activities implemented in Una-Sana, Herzegovina- Neretva, Sarajevo Canton and from October 2019 activities started in Tuzla Canton and Republika Srpska.

Position: Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

Duty Station of MEAL Coordinator: Sarajevo, BiH

Period of engagement: until 30 June 2023, with the possibility of extension

Basic functions: The MEAL Coordinator is responsible to strengthen DRC's monitoring, evaluation, learning, accountability and information management strategy, standards and systems.

Reference: MEAL Coordinator refers to the Head of Programme and works in close cooperation with the Program/ Project Managers and Project Team Leaders.

Specific duties and responsibilities: MEAL Coordinator is responsible for the implementation of the MEAL strategy and work plans, monthly progress and output/outcome monitoring, and the capacity development of programme staff. The MEAL Coordinator ensures field teams are supported and their identified priorities are incorporated into the MEAL Department action/work plans. MEAL Coordinator is responsible to provide inputs and collaboratively work on the project proposals, following the DRC BiH MEAL strategy and global MEAL guidelines.

Monitoring & Evaluation:

  • Work closely with Head of Programme and Program Management Staff to ensure proper implementation of the MEAL data collection plan and update with the relevant teams when necessary;
  • Continuously update the MEAL strategy and work plan on the implementation of MEAL activities;
  • Contribute to development of logframes in coordination with project manager and team leaders at proposal stage;
  • Support the MEAL and Program Management staff in the development, update and implementation of monitoring and evaluation plans across all DRC BIH projects, sectors and field office;
  • Provide technical guidance, support, and coordination to relevant programme staff;
  • Develop a MEAL work plan based on the DRC BIH MEAL strategy and MEAL plans for ongoing projects and ensure its implementation;
  • Coordinate the design and implementation of monitoring systems and tools for DRC BIH projects;
  • Contribute to the design/planning of evaluations as well as the development of evaluation TORs;
  • Contribute to the development and follow up on the implementation of the yearly country evaluation plans in coordination with the different focal points;
  • Support internal country evaluations as required;
  • Ensure that Project Manager and Project Team Leaders abide by the standards for the monthly update of Indicator Performance Trackers on the database;
  • Develop and strengthen MEAL within DRC BIH – including support to programme staff and the implementation of staff training/capacity building plan;
  • Represent DRC BIH at relevant inter-agency MEAL and potentially other working groups;
  • Follow up on the feedback mechanism routes (including hotlines, email and suggestion boxes) at DRC BIH and ensure continuous analysis and improvements;
  • Contribute to the process of CHS self-assessment across all offices;
  • Contribute to the Accountability Improvement Plan (AIP) on a yearly basis in coordination with technical and support teams;
  • Follow up on the implementation of recommendations and learnings generated by different sources;
  • Act as a focal point for PSEA at DRC BIH;
  • Perform other duties as directed by the Country Director and Head of Programme.

Accountability:

  • Coordinate the design and implementation of accountability systems for DRC projects working closely with relevant managers;
  • Build the capacity of staff to plan and implement effective accountability systems for the country programme;
  • Strengthen the beneficiary and feedback complaint mechanism and set-up new systems

    Learning and project quality:

  • Donor focal point for Monitoring & Evaluation components of projects;

  • Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes;
  • Regularly present key Monitoring & Evaluation findings to the Senior Management Team for further development;
  • Support DRC’s aim for further strengthened integrated programming and actively propose ways of achieving this using Monitoring & Evaluation findings.

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in a country;
  • Promotes a professional environment conducive to collaboration, teamwork and professional development.
  • Responsibility for Information Management sector within the country operation, including ensuring quality of the Information Management activities.
  • Provides expert advice and support to set strategy and assure operational quality and compliance.

Qualifications & experience required

  • University degree in Information Data Management or related Science;
  • At least two (2) years of experience in Information Management and/or MEAL;
  • Experience working in Monitoring and Evaluation of relevant programme sectors, preferably in BiH desired,
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies desired;
  • Experience in participatory assessment and community-based monitoring approaches desired;

Work Experience

  • Previous experience working with ECHO, EUD, UN, SDC and other related donors desired;
  • Solid knowledge of MEAL frameworks, tools, data collection processes, etc.;
  • Ability to communicate key information in easy-to-understand, informative &collaborative manner;
  • Experience in organizing and facilitating capacity-building initiatives, including trainings for colleagues and implementing partners;
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards desired;
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny;

  • Above average computer literacy with great knowledge of relevant programs (Microsoft O365, Azure AD, PowerBI, Power Query, Adobe Photoshop, Adobe Illustrator and other relevant programs desired);
  • Knowledge of KOBO, OKD and other related data collection platforms;
  • Highly collaborative and able to establish positive working relationships with senior level management and all other stakeholders to maximize cooperation and productivity;
  • Ability to work effectively and efficiently both independently and in teams;
  • Valid driving license, high level of professionalism evidence by clear driver’s record;
