DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

About the job

Overall purpose of the role

The Yemen Cash Consortium (CCY) is looking for an experienced Monitoring Evaluation Accountability and Learning (MEAL)/Information Management (IM) Manager who will be responsible for overseeing and coordinating all CCY monitoring, learning, and information management systems/processes. The MEAL/IM Manager will also technically support the CCY partners MEAL activities and information management field staff, providing technical guidance on the use of the CCY MEAL/IM system.

The CCY is a consortium of 5 partners who enact cash activities through both the DeFacto Authority and Internationally Recognized Government.

Geographic scope: Country (Yemen)

This role has a country focus and ensures compliance to CCY procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities, across all 5 partners.

Main responsibilities

  • Oversee Information Management and MEAL unit of CCY.
    • Provide strategic vision and operational leadership for all CCY data management activities.
    • Assist team members with information, tools and resources needed to improve performance & reach objectives.
    • Coordinate strategic and harmonization efforts across all consortium partners.

MEAL Technical Support

  • Contribute to proposal development with design of logical framework and MEAL inputs as needed.
  • Ensure timely development, refinement and effective implementation of MEAL frameworks for CCY programs.
  • In coordination with the CCY’s MEAL Technical Working Group (TWG), develop data collection tools and methodologies for CCY programming.
  • Ensure regular tracking of progress on all targets and indicators, communicating progress and flagging concerns to the CCY’s Consortium Management Unit (CMU), where necessary.
  • Oversee the technical support provided by the CMU IM/MEAL unit to CCY partners to ensure adherence to MEAL frameworks and implementation of MEAL plans.
  • Ensure that the most relevant and up-to-date MEAL tools are being used by all CCY partners.
  • Oversee trainings for enumerators, M&E and program staff at partner agencies on M&E tools and methodologies, mobile data collection, database management, accountability mechanisms, and related topics.
  • Participate in monthly CCY TWG meetings and other interagency meetings as needed, ensuring coordination and communication on tools, processes, and troubleshooting.
  • Coordinate with relevant focal points across CCY partners to ensure robust channels for feedback are in place, and that feedback or complaints related to CCY programming is properly reported to the CCY’s CMU.
  • Perform regular field monitoring visits.
  • Follow up, compile, and report FCRM complaints across all partners.

Analysis and Reporting

  • Develop, document, and share lessons learned and ensure that incorporation of lessons learned is done by CCY partners.
  • Lead CCY analytical processes and timely product development to inform CCY program implementation and the broader community of humanitarian and development actors, such as vulnerability analyses, post-distribution monitoring reports, and all M&E reporting.
  • Coordinate real time evaluations when called for.
  • Develop and maintain reporting dashboards.
  • Contribute to and review reports.

Information Management:

  • Supports in the design and development of a single beneficiary management system including the following elements; Beneficiary Database; Beneficiary Dashboards; Case; Decision Workflow Manager; Payment Request Platform.
  • Oversees the implementation of the systems, supervises the maintenance and updating of the systems, and organizes reviews, analysis, and evaluation of the beneficiary management system and other IM systems;
  • Oversee development and adaption of all data collection forms, including their creation and transfer to the data collection software;
  • Supports CCY members IM Teams in providing in-house expertise and technical support to end-users on database and software-related issues: identifies, researches, and resolves technical problems, including documenting, tracking and monitoring problems to ensure a timely resolution;
  • Advises on the development of Standard Operating Procedures, manuals, and general support documents for IM policies, process, and systems;
  • Oversees and is responsible for user access;

Data collection:

  • Plan, design, enhance and implement methodology for data collection to ensure accurate and reliable data is collected, stored, and submitted promptly for further processing.
  • Ensure the implementation of harmonized tools for reporting and reconciliation to ensure standardization and centralized capacity for data management, analysis and reporting (single beneficiary management system).
  • Supervise data collection processes and overall data management activities, including encoding, storing, and transferring data as well as processing. Analyze data and information collected locally.
  • Ensure the quality of all data collection, including reviewing databases and reports, checking original data sources, and continuously building the capacity of CCY partners.

Data Analysis and Reporting:

  • Ensure the timely preparation and generation of local and regional level information products, as well as information sharing and dissemination to all relevant channels.
  • Produce regular consortium wide IM reports reporting on CCY indicators/processes and ad hoc reports where appropriate.

Capacity building and Technical Management:

  • Plans and implements trainings for CCY consortium staff
  • Implement operational processes and controls to help ensure that data management services are of the highest quality by providing appropriate support to partners.
  • Assist in the recruitment, training and on-going support of data collectors and data entry personnel, where appropriate.

Data security:

  • Implements and maintains policies and procedures for ensuring the security and integrity of databases, data and software applications. Is accountable for the security of the IM Systems and integrity of all data files;
  • Ensure the effective use of the designated information systems, including offline and online platforms, application tools, and other systems to manage the implementation of the information management mechanism.

Strategic Planning:

  • Provide macro-level guidance on IM process and system to ensure continually improvements and relevancy;
  • Identify and assess gaps in data and information relevant to program implementation and contribute to the preparation of project and funding proposals to address such needs.

About you

Experience and technical competencies

  • 5+ years of professional experience in a similar or relevant role;
  • Strong knowledge of Excel and Access;
  • Some knowledge and willingness to learn R;
  • In-depth understanding of database platforms and the ability to write code and queries;
  • Knowledge of M&E processes and data collection platforms such as Kobo, ODK, Activity Info;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours;
  • Direct experience and/or broad knowledge of humanitarian assistance programming; and
  • Experience working with local organizations in developing contexts.

Education:

  • University degree in computer science or programming, information management, information technologies, or other relevant area.
  • Certificate in programming languages desirable

Languages:

  • Fluency in written and spoken English
  • Arabic desirable

We offer

Contract length: We are providing one year contract. This position is reporting to the Chief of Party.

Work place: Sana’a.
