Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a highly-qualified Monitoring, Evaluation, Accountability and Learning (MEAL) Manager to join our team in Kyiv.

About the job

You, as the MEAL Manager, will play a key role in ensuring strong systems are in place to monitor all DRC programming in Ukraine. With over 20 active projects across 8 area offices, you will lead the design, implementation, and strengthening of monitoring, evaluation, accountability, and learning systems to deliver high-quality, evidence-based programming. You will support strategic decision-making, enhance program effectiveness, and foster a culture of learning and accountability across humanitarian and recovery interventions. Working closely with program teams, partners, and stakeholders, you will ensure that data collection, analysis, and reporting are timely, accurate, and aligned with organizational and donor standards. You will also maintain a robust Information Management System (IMS) and ensure monitoring processes fully comply with donor requirements.

• Roles reporting to this position: MEAL Specialists (2), Information Management (IM) Manager, MEAL Operations Manager, Community Feedback Mechanism (CFM) Officer and Assistant
• Reports to: Deputy Head of Programme

Your main responsibilities will be:

MEAL/IM system development, management and oversight

• Lead the design and roll-out of MEAL frameworks, plans, tools, and SOPs across all sectors and projects.
• Ensure strong MEAL processes are in place across the project cycle, and inclusive of all areas and sectors.
• Ensure MEAL activities are aligned with project logical frameworks and donor reporting requirements.
• Manage the IM Manager to ensure that internal systems are adapted across the diversity of DRC programming, and relevant for external reporting requirements to donors, clusters, etc.
• Ensure MEAL processes are adaptable and realistic for DRC’s implementation with local partners.

Accountability and Learning

• Ensure that DRC’s CFM system continues to be followed according to SOPs and standards of practice, and that analysis continues to be shared across the country operation. Work together with CFM focal points to adapt systems as required.
• Lead the coordination of the implementation of DRC’s Accountability to Affected Populations workplan.
• Support MEAL and area/program teams to apply strong Communicating with Communities practices.
• Lead the implementation and analysis of the Core Humanitarian Standards (CHS) self-assessment for the Ukraine country office.
• Support the MEAL Operations Manager incoordinating Lessons Learned processes across projects, sectors, and areas.

Monitoring and Evaluation

• Support the coordination of assessments, providing technical support and oversight throughout the process, and supporting analysis and dissemination of findings and results.
• Support and supervise baseline, midline, and endline studies, as well as external evaluations and impact assessments.
• Work with the Deputy Head of Programme to ensure findings are used for project design and adaptive management.
• Lead the coordination of the MEAL Department’s work with implementing partners to ensure the minimum standards of MEAL processes are ensured across projects with partners.

Management

• Manage several MEAL staff members including the IM Manager, MEAL Operations Manager, MEAL Specialists and CFM team.
• Ensure that the MEAL team has robust work planning against internal and external requirements and program implementation.
• Provide technical guidance to MEAL staff and promote training and learning opportunities when possible.

About you:

To be successful in this role we expect you to have at least 5-7 years in a MEAL related role and at least 3-5 years of management experience.

Moreover, we also expect the following:

• University degree in relevant field, or minimum of 7+ years relevant experience in the sector
• Experience in designing and implementing MEAL frameworks, logframes, theories of change, and results-based management.
• Ability to synthesize data and translate findings into actionable recommendations for diverse program teams.
• Strong knowledge of MEAL tools and methodologies, including but not limited to baseline and endline surveys, impact assessments, and both qualitative and quantitative data collection methods.
• Proficiency in data analysis and management tools such as Excel, SPSS, and KoBo Toolbox, as well as experience with data visualization and reporting.
• Familiarity with key donor requirements across both traditional and non-traditional donor portfolios.
• Experience in maintaining and strengthening accountability mechanisms, including feedback hotlines and community sessions.
• Experience supporting implementing partners in designing and rolling out MEAL plans.
• Strong HR capacity with experience managing large and diverse teams across multiple locations.
• Ability to provide regular capacity building for team members based on new initiatives or projects.
• Strong analytical and critical thinking skills.
• Excellent written and verbal communication skills.
• Strong organizational and time management skills.
• Sensitivity to safeguarding, Do No Harm principles, and gender equality.
• Willingness to travel to field locations as required.

• Contract length: 12 months with the possibility of extension depending on performance and funding after successful completion of the 3-month probation period
