ABOUT THE JOB

The Monitoring, Evaluation and Learning (MEAL) Assistant supports the planning and implementation of all MEAL processes and activities required to improve program quality of Area Office programmatic activities. S/he works under the direct supervision of the MEAL Manager. S/he will have a key role in the CRM system, assisting answer phone calls, referring cases to Area Office and program teams, and acting as a focal point in follow-up with CRM cases. When needed, the MEAL Assistant will also assist in other types of feedback and data collection in the field, as an added support to Area Offices.

Responsibilities:

Implementation of the CRM mechanism

  • Closely coordinate with the Complaints Response Mechanism Officer to ensure relevant program teams properly implement accountability measures as per DRC standards and in line with the Core Humanitarian Standards
  • Manage DRC’s hotlines, following the CRM guidelines and SOP
  • Refer cases from the CRM to Area Offices and Program Teams, entering cases into the CRM database
  • Follow up with program teams to ensure cases are closed in a timely manner
  • Assist the CRM Officer in managing and following up with MEAL staff in organizing the CRM databases from the field sites
  • Support area offices and CRM focal points in managing help desks
  • Support area offices in collecting feedback from communities

Data collection tools development and use

  • Support on planning and/or conducting field data collection and field monitoring exercises at area offices
  • Support in field testing of questionnaires and provide feedback
  • Conduct all field data collection and monitoring activities with support of MEAL Team Leader or enumerators
  • Lead and responsible for enumerators output during data collection in the field

Data management, analysis

  • Assist CRM Officer in managing CRM database and analyzing data for the CRM dashboard

Reporting

  • Writing monitoring reports after field visits
  • Support on other reports assigned (e.g. Verification report, post distribution monitoring report)

Coordination with program

  • Follow-up and collaborate with Team Leaders, referral focal points, and CRM focal points on issues raised from the CRM hotlines and help desks

Others

  • Assist in other tasks as required by the MEAL CO staff, including support to other program/sectors whenever deemed necessary

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 1 year of relevant experience within the humanitarian field
  • Demonstrated basic knowledge of accountability mechanisms
  • Basic understanding of MEAL processes (monitoring and evaluation)
  • Experience in working in complex and volatile contexts
  • Experience in mobile data collection
  • Capacity to think critically and analyze quantitative data
  • Good level of proficiency in Word, PPT and Windows Excel
  • Excellent inter-personal, communication and listening skills
  • Ability to work with people from various groups and background
  • Understanding of and sensitivity to specific needs of most vulnerable populations
  • Strong planning and organizational skills
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his / her work

Education/qualifications:

  • Bachelor Degree in social sciences, humanitarian and/or development studies, or relevant field

Languages:

  • Intermediate to Advance in English, both written and verbal
  • Ability to work in both Dari and/or Pashto
