OBJECTIVES OF THE PROGRAMME

Renforcer l'equipe pays OMS dans le cadre de l'appui technique qu'elle apporte au gouvernement dans le suivi et evaluation des activites des projets/Programmes

DESCRIPTION OF DUTIES

Aider l'OMS a assurer le suivi et evaluation des projets/programmes conformement aux accords etablis avec les bailleurs Elaborer un cadre de redevabilite des projets/programmesdefinissant clairement le role des uns et des autres ainsi que les relations de travail; la definition des actions cles a mener sur terrain et le deploiement des ressources pour leur realisation dans le temps (plan operationnel) et un mecanisme de rendre compte (redevabilite)Preparer et assurer le suivi et evaluation de la mise en œuvre du plan de travail et du budget annuel Proposer un plan de suivi et evaluation des projets comprenant les indicateurs de suivi et evaluation des projets, les sources de verification, la periodicite etc… Collecter et analyser des donnees qualitatives et quantitatives, mesure des indicateurs Travailler en etroite collaboration avec les directions centrales/programmes du ministere de la sante, avec les programmes de l'OMS et travailler etroitement avec les bailleursPreparer les reunions et veiller a l'application des decisions, suggestions etre commandations qui en sont issuesElaborer les Termes de reference (TdR) des ateliers d'evaluation, de la revue des projets/programmes pendant l'action (RIA) et apres action (RAA) avec les differentes parties prenantesAppuyer le Ministere de la Sante dans l'organisation de differents ateliers afin d'apprecier la contribution de l'OMS Assurer l'evaluation du plan du travail des projets/programmes, les missions conjointes de terrain et l'evaluation trimestrielle ainsi qu'une evaluation a la fin du projet afin d'analyser les resultats atteints et capitaliser les acquisMettre en place un plan de capitalisation de meilleures pratiques, lecons apprises, toutau long du cycle des projets/programmesAppuyer la formation des equipes du ministere de la Sante dans les domaines de gestion, suivi et evaluation des projets/programmes Assurer le suivi du materiel et equipement commandes pour les projets/programmes ainsi que leur livraison aux differentes formations sanitaires ciblees Preparer des rapports de bonne qualite en respectant les delais et conformement au cadre de transmission des rapports des projets/programmes pour soumission au bailleur ainsi qu'a d'autres acteursAppuyer la mise en œuvre de toute autre tache a lui confiee relative au plan de travail de l'OMS avec le Niger, en lien ou non avec les projets/programmes

REQUIRED QUALIFICATIONS

Education

Essential: Un Diplome Universitaire en suivi evaluation, sante publique, epidemiologie,economie ou domaines connexes Desirable: Diplome de Master en Suivi evaluationou Master en Sante Publique et en gestion des projets/programmes serait un atout

Experience

Essential: Au moins cinq ans d'experience dans la conception et la mise en œuvre de strategies, de methodologies et d'outils de suivi et d'evaluation Desirable: Expertise des approches des principes de suivi et d'evaluation dans les projets/programmes, de developpement et expertise des methodes quantitatives et qualitatives dans le domaine humanitaire serait un atout

Skills

Connaissanceaveree des principes, disciplines et techniques permettant de mettre en œuvredes strategies de suivi et d'evaluation Bonnescompetences en matiere de recherche et de documentation, notamment en ce quiconcerne les "meilleures pratiques" en matiere de changementorganisationnelAptitudeaveree a formuler des recommandations concernant les approches et lesprocedures de traitement du travail qui conduiraient a une conception plusefficace des systemes.Capaciteavancee a rassembler, analyser et diffuser des informations sur les meilleurespratiques en matiere de responsabilite et de systemes de gestion axes sur lesresultats.Experienceavec l'OMS ou d'autres Agences du systeme des nations Unies serait un atout.

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 19,161,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
