Purpose of Activity/Assignment:

The purpose of the consultancy is to provide specialized support for programme monitoring and data analysis, including information management to assist Programme Sections (PS) and Field Offices (FO) with field monitoring, end-user supply monitoring, feedback mechanisms, data analysis and reporting. This will be done in close collaboration with the IPM/HACT [1]team and the Supply & Logistics team. The consultancy aims to strengthen the current capacity to further improve data analysis, monitoring, reporting, data collection, tools development and visualizations (e.g. infographics) for informed planning and effective decision-making.

Main Duties and Responsibilities:

Field monitoring and capacity strengthening:

  • Develop an annual costed monitoring plan for Programmatic Visits (to be updated quarterly).
  • Strengthen the capacity of Field Office staff and Programme Sections staff in monitoring and information management (through training sessions).
  • Support the design of monitoring tools and short surveys, including converting questionnaires into electronic format (KoBo, ODK and other formats), managing electronic data collection tools (KoBo, ONA) and analyzing data collected through online tools.
  • Provide technical advice and support to Programme Sections, Field Offices and Operations (Supply & Logistics team) regarding data collection and analysis for end user monitoring.

    Data analysis:

  • Develop infographics and conduct qualitative analysis on a quarterly basis to inform the Programme Management Team (PMT) and CMT, using ONA data, the eTools action tracker and PV reports

  • Conduct location and partnerships mapping using eTools data.

Scope of Work:

Under the supervision of the M&E Specialist the consultant will provide specialized support to UNICEF South Sudan in programme monitoring and data analysis, including information management to assist Programme Sections (PS) and Field Offices (FO) with field monitoring, end-user supply monitoring, feedback mechanisms, data analysis and reporting. This will be done in close collaboration with the IPM/HACT team and the Supply & Logistics team. Work Assignment Overview/Deliverables

Develop the 2022 costed monitoring plan for Programmatic Visits (to be updated quarterly).

  • 2022 costed monitoring plan for Programmatic Visits developed in consultation with all Programme Sections and Field Offices (to be updated quarterly and ad-hoc when needed) and PV checklists by Section finalized.

Strengthen the capacity of FO and PS staff in monitoring and information management

  • The capacity of FO and PS staff strengthened in monitoring and information management (through 5 training sessions).

Support the data collection and analysis for end user monitoring of supplies and services, including the design of monitoring tools and short surveys.

  • Technical advice and support provided to Programme Sections and Field Offices regarding data collection and analysis for end user monitoring. Support the design of monitoring tools and short surveys, including converting questionnaires into electronic format (KoBo, ODK and other formats), managing electronic data collection tools (KoBo, ONA) and analyzing data collected through online tools.

Minimum Qualifications required:

  • Social sciences, statistics, project management or another relevant technical field.

Knowledge/Expertise/Skills required:

  • First university degree in social sciences, statistics, project management or another relevant technical field.
  • A minimum of two years of professional experience in planning, monitoring and data analysis is required.
  • Proficiency in various MS Office applications.
  • Strong planning and organizational skills.
  • Relevant experience working for a UN agency is considered an asset.

Excellent verbal and writing skills in English

Payment Schedule

Payment will be done monthly upon delivery of key task and submission of all necessary reports as stipulated in the detailed Terms of Reference.
