UNFPA is actively implementing its 7th Country Programme 2023-2025 in Palestine, with a clear vision and focus to urgently accelerate the reduction of stagnated unmet needs for family planning, combat increasingly higher rates of gender-based violence and child marriage, whilst simultaneously returning to and sustaining earlier gains on maternal mortality. The United Nations Volunteer (UNV) Specialist will contribute to the attainment of UNFPA’s 7th programme cycle (2023-2025), including the 2023-2024 humanitarian response plan in Gaza.

Within the delegated authority and under the supervision of the Monitoring, Evaluation, Learning and Accountability (MEAL) Officer, the UN Volunteer Monitoring and Evaluation Specialist will undertake the following tasks: 1. Assist with conducting and/or managing monitoring efforts and evaluations that are impartial, independent, and credible and meet professional standards. • Assist in the planning, preparation and data collection process of various monitoring exercises in close collaboration with the program team in Gaza. • Provides assistance in the gathering of data and research required for timely monitoring and measurement of changes in conditions due to programme or policies in the State of Palestine. This may include, with appropriate guidance and supervision, collaboration with relevant stakeholders to report on any progress, assess results and facilitate future planning; • Populating monitoring data from partners and UNFPA teams in Gaza into the monitoring platforms. • Maintain monitoring platform and follow up of data entered by partners to ensure quality data entry. • Assist in the implementation of monitoring and evaluation exercises. • Support in the management of various M&E databases and analysis. • Provide capacity building to Gaza partners in preparing quarterly reports. 2. Contribute to the promotion of useful monitoring and evaluation frameworks and reports. • Within established processes and with supervisory support, participate in and contribute to the finalization of monitoring and evaluation frameworks; • Utilize established specific and appropriate monitoring and evaluation tools and processes to contribute to the M&E work of the unit; • Within identified parameters contribute to new and innovative methods of presenting monitoring and evaluation results for dissemination; • Provide input into the relevance and ease of use of the various data-bases, intra- and internet pages of UNFPA Palestine country office; • Within established policies and procedures, assist in the monitoring of the management response and follow up of progress reports and individual evaluations; • Support Programme staff in ensuring adequate reporting on the implementation of projects funded from other resources.

designing and implementing monitoring and evaluation frameworks of health or social development or other relevant development programmes; experience in google studio locker, Kobbo and Power BI is an asset, as in working in the UN or other international development organization is an asset; • Proficiency in quantitative and qualitative data collection and analysis methods • Demonstrated experience in conducting surveys, interviews, and focus group discussions • Strong analytical skills with the ability to interpret data and draw meaningful insights • Experience in developing and managing databases for monitoring and evaluation purposes Familiarity with result-based management principles and tools • Experience in capacity building and training on monitoring and evaluation methodologies • Knowledge of international development issues and sustainable development goals is preferred • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; • Sound security awareness; • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN system.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of ILS 6024.33 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
