BACKGROUND AND PURPOSE OF ASSIGNMENT

One of the key Government priorities under this commitment is to reduce food insecurity and malnutrition of vulnerable households by improving their access to healthy food. In order to advance this objective, the Government has asked WFP to support the implementation of an electronic food voucher pilot program called Walang Gutom (No Hunger) 2027. The objective is to provide food insecure households with nutrition-sensitive food assistance coupled with social and behaviour change communication and contribute to diet diversification. The pilot will be implemented jointly with the Department of Social Welfare and Development (DSWD) and in close collaboration with the Asian Development Bank. The results of the pilot project will be used to support DSWD in its scale up effort for a national electronic food voucher programme.

The pilot will support a total of 3,000 households over a period of 6 months in five regions of the country. WFP is looking for enthusiastic and committed Monitoring Assistants to supervise and implement monitoring activities in the different areas of operation.

ORGANIZATIONAL CONTEXT

The Monitoring Assistants will work in the WFP RAM unit and in close collaboration with the Voucher Project Manager and the rest of the Programme Team.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will work under the direct supervision of the Head of RAM and the overall supervision of the Voucher Project Manager. The incumbent will be responsible for the below tasks:

  1. Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.
  2. Liaise with DSWD, Third Party monitoring partner and internal counterparts to plan, organize and conduct data collection.
  3. Receive and collate comments and feedback from DSWD, Third Party monitoring partner,and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
  4. Provide support to DSWD and Third Party monitoring partner on WFP operational practices, monitoring tools and methods in order to support them to complete monitoring tasks in the coverage areas.
  5. Prepare field mission reports to document programme implementation.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Completion of four (4)-year course is an asset.

Experience:

  • At least four years of progressively responsible experience analysing programme output and outcome data.
  • General knowledge of WFP monitoring and evaluation systems and standards.

Language: Fluency in English and Filipino, both oral and written communication

REMUNERATION PACKAGE

WFP offers a competitive benefits package including an approximate salary of PHP 40, 000++/ per month, and comprehensive medical insurance which can be extended to eligible dependents.
