Background & Purpose of position

SSA holders will be required to monitor ongoing WFP project in Dir Upper and Chitral Districts. The incumbent will be based at district under the direct supervision of

M&E officer at WFP Peshawar Office.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Verify the targeting (i.e., beneficiary registration and planned activities in in selected villages) as per WFP envisaged standards;

2. Perform monitoring of ongoing activities and the training sessions imparted by Cooperating Partner;

3. Perform cash/food distribution monitoring and the processes involved to mobilize beneficiaries to the cash disbursement points;

4. Receive and collate comments and feedback from cooperating partners and beneficiaries to support in identifying programmatic issues with a view to fostering efficient operations;

5. Perform different types of assessments to document the benefits of WFP interventions on target communities i.e., Food Security Outcome Monitoring, end of project assessment etc;

6. Perform purposive monitoring visits to follow-up on critical issues surfaced through internal and external sources i.e., WFP beneficiary feedback mechanism, government authorities, UN coordination office etc;

7. Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making;

8. Liaise with cooperating partners, district authorities and internal counterparts to gather feedback and comments to support programme reviews and improve services.

9. Represent WFP at district level coordination fora and accordingly keep WFP PO updated;

10. Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

11. Prepare and timely share the field mission reports to document programme implementation.

12. Overall, align field monitoring functions with the FFA implementation flow cycle.

13. Any other task assign by the supervisor

FUNCTIONAL CAPABILITIES

Capability Name Description of the behaviour expected for the proficiency level Strategic Management Displays basic understanding of WFP’s policies and strategies to perform monitoring and/or evaluation activities and their inter-relationship. Performance Management Applies knowledge of WFP’s performance management system to manage resources and relationships to undertake monitoring actions or deliver straightforward evaluations of operations, programmes, or processes to WFP monitoring and/or evaluation quality standards. Qualitative/Quantitative Methodology Understand and applies an appropriate mix of established methods and data collection tools to monitoring, reviews or straightforward evaluations, in line with WFP’s strategic and operational results frameworks (metrics), WFP guidance and technical standards. Data Analytics and Visualization Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities. Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. First level University degree is desirable

Experience: Minimum Four Years' experience in Monitoring & Evaluation preferably with UN system or INGO's

Knowledge & Skills: Good Command on Ms-office

Knowledge of local context/ geographic areas is desired.

Ability to effectively communicate with beneficiaries and the district authorities;

Ability to produce good quality report & analytical skills. Willingness to frequently travel to field location.

Language: Fluency in English and Urdu is required. Knowledge of local language is added advantage.
