ORGANIZATIONAL CONTEXT

The World Food Programmes (WFP) vision in South Sudan is to address entrenched inequity and isolation, with the goal of “leaving no one behind” and fostering unified, interconnected and peaceful communities. This builds on the recognition that, pre-and post-independence, the regions of South Sudan have had different access to social and economic opportunities, with much of the country has been ‘left out’ from development or resilience-building assistance. As a result, inequity and isolation remain a threat to achieving zero hunger and lasting peace and stability in South Sudan.

To achieve this vision, WFP is looking at ways to programme differently, to support communities to restore their livelihoods, to strengthen their resilience to shocks and build capacities of the next generation of South Sudanese. WFP’s Safety Nets and Resilience (SN&R) unit oversees the implementation of Food Assistance for Assets (FFA), School Feeding, Smallholder Agriculture Market Support (SAMS) and Urban Safety Nets in various conflict and hunger hotspots, working with both international and national NGOs to deliver integrated programmes that support human capital development, livelihoods, and market access.

Under the direct supervision of the SN&R Programme Policy officer and the overall supervision of the Head of Programme, the Monitoring Assistant will perform monitoring of SN&R activities (primarily FFA, SAMS and school feeding) in Warrap State, provide technical guidance and support to the partners, and contribute to reporting to support the effective delivery of assistance packages.

The position is part of the SN&R programme with frequent travel to counties within the Warrap state.

Specifically, the incumbent will be responsible for the following:

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Conduct routine monitoring field visits of programme activities, produce, and share monitoring reports to inform adjustments and improvement action plans.
  2. Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items
  3. Verify the planned movements and distribution of food or non-food items, report issues or discrepancies to the supervisor for timely resolution of problems and ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
  4. Receive and collate comments and feedback from cooperating partners, beneficiaries, and local authorities to support the identification of programmatic issues with a view to improving programme delivery.
  5. Provide guidance to cooperating partners on WFP operational practices, monitoring tools and monitor partners’ adherence to terms outlined in partnership agreements (Field Level Agreements).
  6. Provide technical support and guidance to cooperating partners in the planning and implementation of FFA and school meals activities. Monitor the implementation of activities to ensure that the assets created adhere to technical specifications and quality standards with sustainability plans developed with communities;

7. Conduct on the job training and coaching for various project-level committees, beneficiaries and/or local authorities to ensure programme standards are met and to develop an understanding of WFP’s programme objectives and timelines.

8.Support organization and execution of trainings and capacity enhancement workshops for WFP staff, partners and government line ministry staff.

9.Collect qualitative and quantitative data through various survey tools and assessments and provide timely reporting on the progress of activities, good practices, beneficiary stories, risks and programme gaps.

10.Prepare field mission reports to document programme implementation.

11.Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education or Diploma in related field.
  • Language: fluency in both oral and written communication in English. Ability to effectively communicate in local Arabic and Dinka will be an added advantage.
  • Experience: Three (3) or more years of progressively responsible work experience in data collection, monitoring and/or implementing food security, livelihood, education or similar

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders. • Has experience utilizing WFP monitoring and evaluation systems and standards.
