ORGANIZATIONAL CONTEXT

In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems. The July 2022-December 2026 articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP will support informed decision making on food security and nutrition in Zimbabwe, and will integrate nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP will establish new partnerships and leverage existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

WFP Zimbabwe’s July 2022-December 2026 CSP focuses on the below areas:

  • Social and humanitarian assistance for food-and nutrition-insecure populations in targeted rural and urban areas.
  • Support to urban food insecure households for resilient livelihoods.
  • Support to rural communities for climate resilient livelihoods, sustainable management of natural resources and enhanced participation in local markets and value chains.
  • Collaboration with national actors to enhance capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food and nutrition security
  • Services to humanitarian and development actors in Zimbabwe so they can implement their programmes and provide support to their beneficiaries in an efficient, effective and reliable way at all times, including during crises

JOB PURPOSE

These jobs will be based in the 3 Field Offices (Bulawayo, Harare, and Masvingo) and job holders will report to Programme Policy Officer or Programme Associate. The purpose of the job is to coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices.

Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation is in line with WFP standards. 2. Collect and summarise assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making. 3. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services. 4. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes. 5. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations. 6. Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance. 7. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas. 8. Prepare field mission reports to document programme implementation. 9. Follow set emergency response processes and procedures for emergency food assistance.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. A degree in in Economics, Food Security, Statistics, Data Science, Public Health, Nutrition, Social Science Geography or other related field will be a distinct advantage.

Language: Fluency in both oral and written communication English language and the local languages

Four or more years of professional experience relevant field.

FUNCTIONAL CAPABILITIES

Qualitative/Quantitative Methodology Understand and applies an appropriate mix of established methods and data collection tools to monitoring, reviews or straightforward evaluations, in line with WFP’s strategic and operational results frameworks (metrics), WFP guidance and technical standards. Data Analytics and Visualization Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities. Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.

OTHER SPECIFIC JOB REQUIREMENTS

Field experience is essential

Has experience in collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders

Previous experience utilising WFP monitoring and evaluation systems and standards is an advantage. Has worked with technical teams (i.e Nutrition, M & E, VAM, etc)

Has contributed to implementation of programmes. Has observed or assisted with policy discussions

Good internal and external stakeholder engagement.

Timely submission of followed up community feedback issues as per WFP accountability guidelines.

Good computer skills, including work processing, spread sheets and other software packages

Time management and ability to prioritise.

Good reporting and communication skills.
