KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Programme Associate, Programme Policy Officers and overall supervision of Head of Field-Office, the incumbent will perform the following duties:

  • Plan for relief food distribution in close coordination with Cooperating Partners and Supply Chain Unit to ensure that the planned food tonnage are delivered according to the form H. Make sure that the caseload plan submitted by CPs are in accordance with WFP monthly distribution plan.
  • Engage with respective field staff to collect the updated relief data for the month as well as with M&E unit for the referred CEM cases to ensure that the verified cases are added into the plan for distribution;
  • Conduct monitoring visits to the coverage area and observe the distributions are organized in line with the relief SOP and identify the areas for further improvement.
  • Engage in relief targeting exercise for the planning and data collection in the project area and cross check with the food management committee to ensure that the verification process are conducted appropriately and the most eligible people are identified;

  • Plan timely food distribution for the relief activities and ensure the food transportation and distributions are organized as planned;
  • Plan and organize ER and PR assessment in order to include in the program for assistance and or phase out from assistance.
  • Ensure all the implementation by the partners are in line with WFP operation guidelines and standard;
  • Ensure all the FDPs and DPs storage and other food distribution facilities are established in order to provide effective service delivery to the beneficiaries;
  • Assist to conduct regular meetings with community leaders and implementing partners on the targeting, distribution arrangements, food entitlements and other relevant issues;
  • Coordination with government authority to ensure that all the approved Travel Authorization are shared in advance for further arrangement of the food distribution and staff movement.
  • Report periodically to the Supervisor on relevant events regarding food management, distribution and other related issues and compile all data for plan and distribution for the monthly report;
  • Plan and deliver the PPE equipment to the partners and guide how to utilize to ensure all the distribution points are adequately arranged with COVID-19 preventative measures;
  • Share updated distribution plan to supply chain unit, Programme colleagues and CPs for effective food delivery and distribution. Prepare food release note (FRN) for timely distribution.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  • Completion of secondary education. Relevant post-secondary qualification will be an added advantage.

WORK EXPERIENCE

  • Five or more years of responsible programme and monitoring experience.
  • Proficiency in MS Office skills in Excel and PowerPoint.

KNOWLEDGE AND SKILLS

  • Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
  • Knowledge of work routines and methods to complete processes under minimal supervision.
  • Ability to work within tight deadlines and manage multiple tasks simultaneously independently.
  • Proven ability to conceptualize, develop, plan and manage programs, leadership and teamwork skills, good analytical, communication, negotiation and advocacy skills;
  • Ability to work in a team and establish effective working relationships with people of different national and cultural backgrounds.

LANGUAGE

  • Fluency in both oral and written communication in Myanmar and English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders. • Has experience utilizing WFP monitoring and evaluation systems and standards.
