JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Sr. Programme Associate and overall supervision by the Head of Area Office in Pakokku, the incumbent will perform the following duties: -

  • Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  • Coordination with stakeholders and counterparts for the smooth implementation of WFP activities in the assigned townships in Magway and Mandalay Regions.
  • Support the Cooperating partners and counterparts for the implementation of School Feeding, Asset Creation and Livelihoods (ACL) and Nutrition activities in the assigned townships.
  • Support the distribution of food and cash at the sites, ensure proper distribution of entitlements, verify appropriate entitlements are distributed and provide feedback to Cooperating partners and supervisor.
  • Monitor, review and report the overall food movements such as food receive, deliveries, storage, distribution, verify the amount received have been properly recorded, damaged or lost, any misuse of food and aware of close BBU food.
  • Support the Cooperating partners in the preparation of Food/Cash Request Letter, Monthly distribution reports, Payment Claim, call forward/preposition of food.
  • Field visit to assigned townships, provide technical assistance and training if needed.
  • Update and provide activity tracking sheet, monthly Executive Brief, weekly and monthly report, Monthly Market price, monthly and quarterly distribution plan and CEM information from the assigned townships within deadline.
  • Create partnership, issue FRN, regular data of monthly distribution report in COMET.
  • Assist Sr. Programme Associate in proposal and budget review.
  • Conduct joint feasibility assessment with Cooperating Partners and meet with communities to identity ACL projects selection and provide relevance project information to ACL focal/Engineer and supervisor. Verify the ACL individual proposals and make sure the all the required documents are included in the proposals.
  • Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Performed any other related duties as required

Data Analytics and Visualization Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities. Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: Five or more years of responsible programme experience.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders. • Has experience utilizing WFP monitoring and evaluation systems and standards.
