ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To support the completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may coordinate the work of other monitoring staff.

This position will support the field office in coordinating and performing monitoring activities within the Gaza Strip, and provide reports to support the effective delivery of assistance.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Supervise and guide a small team of monitoring assistants (MA), coordinating their workload, progress, etc. and keeping M&E unit in the Country Office (CO) updated.
  • Manage and planning monitoring visits based on MA’s availability to meet the monthly monitoring plan shared by M&E unit.
  • Process (activity) monitoring: Ensure timely implementation of process monitoring activities as per CO guidance and targets: on-site distribution and shops monitoring, resilience activities (assets, trainings, etc) monitoring, SBCC activities (trainings, etc) monitoring.
  • Outcome monitoring: In coordination with the country office, support the field office on the roll out of outcome monitoring surveys (including post-distribution monitoring, baseline and endline surveys), to provide adequate guidance to the Monitoring Assistants. as needed.
  • As part of the M&E team in the field office:
  • - Conduct distribution monitoring for the food modality at the level of distribution points, including conducting beneficiary interviews during distributions. The frequency is based on the sample and monitoring requirements.

  • Conduct post distribution monitoring visits at household beneficiaries’ level collecting through conducting semi-structured interviews.
  • Conduct monitoring visits to participating shops based on the required sample and monitoring requirements.
  • Conduct any other monitoring visits for any new initiative as required.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • In coordination with the M&E unit in CO, support the M&E field team in presenting and discussing the results of the monitoring activities (assessments, quarterly reports, etc) to internal counterparts.
  • Prepare field mission reports to document programme implementation

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders. • Has experience utilizing WFP monitoring and evaluation systems and standards.

TERMS AND CONDITIONS

Fixed-term Appointment: an appointment for a continuous period of one year and shall have a specified expiration date and subject to a probationary period of one year, which may be extended to 18 months.

Annual Net Pay Salary: Fixed Term/ GS5 ILS 132097

Staff Assessment A staff assessment, comparable to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.

Duty Station: Gaza and Reports To: Head of Gaza field office

Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance

United Nation Joint pension fund a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will contribute of 15.8%

Medical Insurance: mandatory for staff member and can be extended to dependents in a cost sharing

Annual leave: 2.5 days a month and Sick leave: 2 days per month

Official Holiday: 10 days as officially established for each duty station
