ORGANIZATIONAL CONTEXT

The objective of the Armenia Country Strategic Plan (2019-2024) is to facilitate a sustainable handover of a comprehensive nutrition-sensitive school meals programme embedded in the national social protection system by 2023 and support the development of policies and systems that respond to the gaps identified in the National Zero Hunger Strategic Review (NSR). WFP will shift from its role of school meals implementer to enabler, supporting the Government in strengthening the state policy and regulatory framework for the innovative, home grown, sustainable school meals development. Particular support will be provided in revising the Sustainable School Meals Strategy. Moreover, WFP will strengthen the national capacity more broadly by contributing to the development of evidence-based national strategies, targeted policies and activities. A large majority of the population in Armenia has been impacted by COVID-19 pandemic, in particular the low- and marginal-income groups. The situation was further exacerbated due to the escalation of the conflict in and around Nagorno-Karabakh (NK) starting on 27 September 2020, resulting in a big inflow of spontanous arrivals from NK. The most recent developments related to the escalation of the conflict in and around Ukraine has created a developing refugee and food crisis, which is impacting Armenia too, in terms of increasing food prices, risks of food shoratage and significant inflow of refugees (base on some estimates there are around 500,000 ethnic Armenians residing in Ukraine). Immediate assistance programmes were and are being designed to minimize further deterioration of food insecurity and saving low-income families plunge deeper into poverty. Due to the conflict, a substantial number of spontaneous arrivals from NK have further strained the food insecurity situation. Taking into consideration the already increased and scaled-up activities, establishment of new units, such as Social Protection and Engagement and Enabling Unit to support the most vulnerable populations impacted by the global food crisis, escalation of conflict in and around Nagorno-Karabakh region, COVID-19 and the importance of evidence-based planning, WFP Armenia Country Office has identified the need for further strengthening its Monitoring and Evaluation (M&E) Unit. It is suggested to create one Fixed-term post of Monitoring Assistant. The has also been one of the major recommendations of WFP Armenia’s M&E oversight conducted by the RBC in October 2021, stating that the “CO to ensure that core M&E positions have stable contracts to ensure M&E continuity all year round.” The Monitoring Assistant will mainly support the CO in informed decision-making through baseline, process and endline data collection, analysis and reporting.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Collect programme data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informed decision-making.

2. Perform accurate, timely recording and protection of data following corporate standards and guidelines.

3. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.

4. Receive and collate comments and feedback from communities and beneficiaries to support identifying programmatic issues with a view to improve programme implementation and delivery.

5. Analyze collected data, develop data visualizations and analytical reports.

6. Provide guidance and basic training for cooperating partners on WFP operational practices, monitoring tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

7. Prepare field mission reports to document programme implementation, progress and opportunities for improvements.

8. Provide inputs to Monitoring and Evaluation Officer for developing M&E frameworks and reporting.

9. Provide support to Monitoring and Evaluation Officer on maintaining corporate systems, such as COMET.

10. Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.

11. Perform other related duties if required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the functional area is desirable. A first level university degree in Business Administration, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance would be an asset.

Experience: Four or more years of progressively responsible experience in analysing programme output and outcome data; qualitative and quantitative data collection, data management, analysis and reporting.

Knowledge and Skills: Strong analytical, written and oral communication skills, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines. Advanced knowledge in MS Excel. Familiarity with other statistical analysis software packages (STATA, SPSS, R, NVivo) is desirable. General knowledge of UN system policies, rules, regulations and procedures is desirable

Language: Fluency in Armenian, and highly competent in the English language; working knowledge (level B) of Russian language is desired.
