Reporting Line: The Monitoring Assistant will be reporting to the Programme Policy Officer (Head of Field Office) or delegated Officer-in-charge of the Field Office.

BACKGROUND

The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. WFP development projects focus on social protection and safety nets for the vulnerable through nutrition interventions, smallholder agricultural livelihood promotion and market support, school meals and investing in strengthening national capacities to develop and manage sustainable food and nutrition security programmes.

Through its field presence and the various activities it implements, WFP provides support to enhance government capacity to achieve its objectives as outlined in the Pro-Poor Agenda for Prosperity and Development (PAPD). In line with the above, WFP is seeking to strengthen its programme implementation in the field through the recruitment of Monitoring Assistant. The incumbent will be based in WFP Field Office in Saclepea, Nimba County.

JOB PURPOSE:

The Monitoring Assistant will be part of a team of dedicated and committed field staff responsible for performing monitoring activities within a specific coverage area and provide reports to support the effective delivery of WFP assistance packages as outlined in the Country Strategic Plan (CSP).

KEY ACCOUNTABILITIES:

The Monitoring Assistant will be accountable for ensuring the following:

  1. Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
  2. Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.
  3. Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.
  4. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
  5. Receive and collate comments and feedback from cooperating partners, beneficiaries, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
  6. Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
  7. Prepare field mission reports to document programme implementation.
  8. Follow set emergency response processes and procedures for emergency food assistance.

SPECIFIC JOB REQUIREMENTS

  • Create and maintain a field office database on monitoring indicators aligned to the Country Office programme activities;
  • Collaborate with the Countty Office M&E Officer and Head of Field Office to design and deliver training programmes for capacity development on M&E issues of government counterparts and cooperating partners;
  • Analyse and report progress against the Annual Work Plans related to the work of the field office;
  • Verify distribution of food or non-food items, reporting issues or discrepancies for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with WFP standards;
  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services;
  • Collect, compile and analyse M&E data and prepare consolidated M&E progress reports for field level programmes;
  • Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas;
  • Produce periodic M&E reports for the specific use of the Field Office to fulfil the requirements as relates to Country Office reporting;
  • Manage data entry to corporate systems as necessary to support reporting.
  • Perform other related duties by Supervisor.
