JOB PURPOSE

WFP is looking for 3 positions of Monitoring Assistant (District Community Facilitator) to be based in Phongsaly district, Phongsaly province.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Senior Programme Associate and overall supervision of Head of Field Office in Phongsaly, the Monitoring Assistant (District Community Facilitator) is responsible for:

  • Support implementation of WFP-assisted project activities in District, mobilizing communities to ensure increased ownership and resolving bottlenecks.
  • Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners and communities.
  • Monitor and review the overall commodity movements such as food deliveries, storage, transport, and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged.
  • Support and liaise with District authorities of Education, Health, Agriculture and other related Departments for the smooth implementation of WFP-supported activities.
  • Support the Monitoring & Evaluation unit in collecting and uploading data.
  • Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of Secondary School Education. A Bachelor’s Degree in agriculture, nutrition, public health, social sciences or related functional areas is desirable.

Language: Fluency in both oral and written communication in Lao and English. Ability to speak at least one ethnic group language is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five (5) years' relevant working experience in conducting field community development activities and assisting in providing training in the area of international development.
  • Good interpersonal skills and proficiency in interacting with government partners at all levels including international organizations.
  • Good community mobilizing, engagement with villagers and facilitation skills.
  • Good word processing and excel skills.
  • Experience working in difficult locations with people of different backgrounds.
  • Knowledge of database and data analysis is an asset.
  • Knowledge of the area of activity is an asset.
