JOB PURPOSE

WFP is looking for Monitoring Assistant (District Community Facilitator) roster to provide immediate and longer term support in following locations:

Immediate requirement in: Xiengkhouang- Kham District, Oudomxay- Namor District, Luangprabang- Phonexay District, Champasack Province- Sukhuma District, Salavan- Lakhonepheng District, Sekong - Thateng District.

We aim to fill more positions in coming months to provide the support where WFP is implementing our programme operation. Therefore, we open the Vacancy Announcement Roster and will confirm hiring once the need is confirmed.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Programme Associate and overall supervision of Programme Policy Officer in assigned duty station. The Monitoring Assistant (District Community Facilitator) is supposed to perform following tasks:

  • Support implementation of WFP-assisted project activities in District, mobilizing communities to ensure increased ownership and resolving bottlenecks.
  • Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners and communities.
  • Monitor and review the overall commodity movements such as food deliveries, storage, transport, and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged.
  • Support and liaise with District authorities of Education, Health, Agriculture and other related Departments for the smooth implementation of WFP-supported activities.
  • Collaborate with Lao Front for National Development district focal point on monitoring and community mobilization efforts in targeted villages.
  • Prepare advance request for workshop, training, meeting and field activities that will organize in the district/village/school
  • Support the Monitoring & Evaluation unit in collecting and uploading data.
  • Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of Secondary School Education. A Bachelor’s Degree in agriculture, nutrition, public health, social sciences or related functional areas is desirable.

Language: Fluency in both oral and written communication in Lao and English. Ability to speak at least one ethnic group language is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

For SC4 level: at least 4 years of progressively responsible experience, of which at least one year was closely related to programme functions. For SC5 level: at least 5 years of progressively responsible experience, of which at least two year was closely related to programme functions.

  • Good interpersonal skills and proficiency in interacting with government partners at all levels.
  • Good community mobilizing, engagement with villagers and facilitation skills.
  • Good computer skills and knowledge of database and data analysis is an asset.
  • Knowledge of the area of activity is an asset.
