ORGANIZATIONAL CONTEXT

The incumbent for the position will be based in Erbil, reporting to the Research Analysis and Monitoring (RAM) Data Coordinator.

JOB PURPOSE

To coordinate and perform data management, food security assessment and monitoring activities and provide reports to support the effective delivery of assistance.

KEY ACCOUNTABILITIES (not all-inclusive)

Data Management:

  • Management of beneficiaries' data (cleaning, crosschecking, processing on a distribution cycle basis). Prepare and use tools and technology required for beneficiary data registration and data management (ODK/MoDa, Excel sheets, SQL Server, SPSS, etc.).
  • Support data collection, review, and cleansing, ensuring the accuracy of beneficiaries’ data for further upload to WFP corporate platforms.
  • Create MoDa/ODK data collection/update forms to enhance the field data collection process and beneficiary case-management.
  • Conduct assessment missions to properly benchmark the quality of the data, data collection mechanism and processes in selected delivery locations.
  • Comply and follow WFP Data Protection and Privacy Regulations.

Communication, Coordination, and Support****:

  • Coordinate, communicate and provide technical support and training to different stakeholders such as Government counterparts, cooperating partners, Financial Service Providers, and Money Transfer Agents, etc.
  • Process and streamline the implementation of technical changes.
  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services as we as troubleshooting issues.

Research, Assessment and Monitoring:

  • Contribute to development of VAM/M&E projects and activities, plans and process and ensure that they aligned to the overall WFP policies and programmes.
  • Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making.
  • Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.

Business Intelligence and Reporting:

  • Support implementation of business intelligence services and create updated dashboard reports for different WFP activities and other related programmes to support programme reviews and informative decision-making.
  • Generate and share insights and reports with for the RAM unit, programme, field offices and other units.
  • Perform other duties when required.

Data Analytics and Visualization Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities. Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional areas such as computer science, economics, statistics, business management is desirable.

Experience: At least five (5) years of progressively responsible experience in data management and analysis related to online/web-based survey, questionnaire design both in English and Arabic languages, data extract, clean and analysis using statistical software such as SPSS, excel, STATA, r etc., technical support to government officials is desirable.

Languages: Fluency in English is required. Professional knowledge of Arabic or Kurdish is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated proficiency in the use of statistical tools and methods for data management and food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments including the design, data collection and analysis and supporting Monitoring and evaluation processes.
  • Demonstrated technical knowledge and understanding of WFP data management and vulnerability assessment standards.

TERMS AND CONDITIONS

Position Title: Monitoring Assistant (Data Analyst) Grade: SC5 Contract: Service Contract Duty Station: Erbil, Iraq Duration of contract: 6 months, with possibility of extension subject to funding availability and satisfactory performance Salary: Minimum Annual Net Salary is USD 21,441.00 Medical Plan: International valid medical plan for the staff member, spouse, and dependent children Annual leave: 30 working days per annum
