In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After an emergency, WFP uses food to help communities rebuild their shattered lives.

Present in nearly 80 countries, the organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to nutritious food and contribute to the lasting solutions, especially in many of the world’s most remote and fragile areas.

To help Cameroon achieve zero hunger, WFP works with the Government to establish long-term interventions to improve the resilience of vulnerable communities in Far North, North, Adamaoua and East regions. Forty (40) percent of Cameroon’s 23.7 million people live below the poverty line and human development indicators remain low. Poverty has a strong regional dimension concentrated in North, Far North, Adamaoua and East Regions.

In order to successfully implement the CSP in the East region, a number of activities will be implemented in 2018. Among these are ensuring information is accurately managed, activity impact and results are regularly documented and communicated to our partners and most importantly, that WFP’s mission and goals are accurately reflected in prominent media reports. WFP is looking for a person who is enthusiastic in volunteering their skills, knowledge, and expertise in relation to these monitoring activities

KEY ACCOUNTABILITIES/ RESPONSIBILITIES:

Under the direct supervision of the Programme Policy Officer, the staff will undertake the following tasks:

  • Provide technical support and assist in the development and implementation of various nutrition activities and processes within the area of coverage, supporting alignment with wider programme policies and guidelines.

  • Provide specialized project management support to nutrition and HIV programmes and activities specially to cooperating partners and relevant ministry/ies to ensure proper implementation within the established targets.

  • Prepare a range of reports and data analysis in coordination with the Field offices of Garaou- Boulai and Batouri and ensure accurate and timely data recording for nutrition programmes including timely distribution reports, invoices, stock balance reports on monthly basis.

  • Collaborate closely with functional unit and working clusters to support effective collaboration, implementation, and monitoring of ongoing project activities.

  • Coordinate and connect with partners, agencies, NGOs, and government institutions to perform accurate food security analyses for efficient delivery of food assistance.

  • Support the capacity building of WFP staff, cooperating partners, and national government within the technical area.

  • Review Project proposals and offer technical support to Cooperating Partners on implementation issues.

  • Review evaluations of Cooperating Partners performance and provide timely distribution reports, invoices, stock balance reports on monthly basis recommendations.

  • Provide day to day back up support and perform any other task as may be assigned by the supervisor.

  • Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.

  • Collect and summarise nutrition assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.

  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.

  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.

  • Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.

  • Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

  • Prepare field mission reports to document programme implementation.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Secondary school certificate. A post-secondary certification in Nutrition, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition or Food Technology is required.

    Experience:

  • At least five years of experience working in nutrition and other development sectors as indicated above.

    Technical Knowledge & Skills:

  • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.

    • Good knowledge and experience engaging with the government and other sectors; assisting with policy and strategic discussion.

    • Experience in supporting programme monitoring and implementation.

    • Experience supporting capacity strengthening of governments and non-government organizations.

    • Strong organizational skills, time management and ability to carry out multiple tasks successfully.

    • Has experience utilizing WFP monitoring and evaluation systems and standards.

    Languages:

  • Fluency in both oral and written communication in French and English
