The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Early Warning and Assessment Division provides timely, scientifically credible, policy-relevant environmental analyses, data, and information for decision-making and action planning for sustainable development. It monitors, analyzes, and reports on the state of the global environment assesses global, regional, and national environmental trends, and provides early warning of emerging environmental threats. The Early Warning and Assessment Division works closely with a large number of partners and collaborating centres in all regions of the world, and has established functional networks for data, information, assessments, and capacity development.

Amongst others, the Early Warning and Assessment Division manages a portfolio of projects aimed at building national and regional capacities for collecting, managing, and using environmental and climate information for early warning, planning, decision-making, policies, and response actions. These include projects funded by global funds such as the Global Environment Facility (GEF) under the umbrella of a cross-cutting capacity development portfolio.

The UNV will ensure that the activities of the portfolio are effectively monitored and reviewed against project outputs and targets. The UNV will also coordinate with the team on the implementation of the activities and ensure mechanisms of monitoring are in place and working on actual execution of actions. In addition, the UNV will also make sure that the monitoring and mid-term review of the activities is properly documented and published for the purpose of improving areas of project implementation and presentation to the project partners. The UNV will work in the Climate Services and Capacity Building Unit of the Early Warning and Assessment Division and report to the Head of the Unit, who also serves as Portfolio and Task Manager.

Within the delegated authority and under the supervision of the portfolio and task manager or his/her designated mandated representative(s), the UN Volunteer Monitoring and Review (M&E) Associate will:

· Support in the organization and conduct baseline data, desk reviews, and outcome monitoring assessments (survey questionnaires, data collection, and consolidation tools, etc.). · Support in the preparation and finalization of technical reports, e.g., review and finalize the draft, draft sections of reports, project inception reports, inputs, etc.; · Support in following up with task managers for timely review and progress of mid-term review outcomes; · Support in the planning, organizing, and execution of post-monitoring, post-assessment, and results assessment surveys; · Contribute to the creation and sharing of knowledge by documenting findings and lessons learned, success stories, and best practices of various projects; · Assist with reporting requirements in relation to the evaluation of projects; · Support the portfolio as needed in their M&E coordination activities. · Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

· As an active UNEP team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNEP and its beneficiaries in the accomplishment of her/his functions, including: · Three Mid-term Review Reports of the GEF-funded CCCD projects under implementation by UNEP in Iraq, South Sudan, and Botswana; · Analytical Review Report on national experiences and lessons learned on (a) environmental information management, and (b) streamlining national implementation, monitoring, and reporting obligations of MEAs and relevant SDGs; · Strengthened project results in establishing in maintaining Environmental Information Systems, effective use of data into policy-making and sustainability.

Professionalism: demonstrated understanding of operations relevant to UNEP; technical capabilities or knowledge relevant or transferrable to UNEP procedures and rules; discretion, political sensitivity, diplomacy, and tact to deal with clients; ability to apply good judgment; ability to liaise and coordinate with a range of different actors, especially in senior positions; where appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented;

experience with the GEF, especially its project programming policies is an asset, as is experience working in the UN or other international development organization; professional work experience at the national and/or international level.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN-HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment are modest. The topographic and climatic features of the assignment location is a highland cool and warm tropical climate.
