Since March 2022, the United Nations Children's Fund (UNICEF) El Salvador has a new Country Programme Document (Cooperation Program or CPD) for 2022-2026, that summarizes the priorities and expected results on which the organization will focus over the next 5 years, to move towards compliance with the rights of children and adolescents, starting with the most vulnerable. The CPD establishes 4 programmatic areas or areas of incidence: 1) health, nutrition and water, sanitation and hygiene (WASH); 2) transformation of education; 3) child protection; and 4) inclusive social protection.

Within the framework of this document, planning, monitoring, evaluation and reporting are presented as a continuous and transversal processes to guarantee effectiveness in the implementation and achievement of specific goals, contemplated in the CPD results framework. In addition, a budgeted evaluation plan is proposed with the objective of collecting lessons learned and good practices for scaling programs and informing decision-making.

The Monitoring and Evaluation Unit works in coordination with the different programmatic areas and counterparts to strengthen their planning, monitoring, evaluation, and reporting capacity. In addition, it advises them technically in the development of studies, surveys and research on various topics such as migration, multimodal education, gender equality, among others. The Monitoring and Evaluation Unit is also responsible for monitoring the situation of children and adolescents in the country and progress towards compliance with the Sustainable Development Goals (SDGs). This involves the compilation and periodic updating of data, as well as support to various entities for the generation of information collection tools.

El Salvador is often exposed to a wide number of risks and disasters, including high migration flows fueled by the search for better living conditions and the need to escape from violence. In this scenario, UNICEF is vested in providing a comprehensive humanitarian response to support refugees, asylum seekers, and vulnerable migrants outside their country of origin in El Salvador, to ensure protection, educational continuity and access to basic services for children and families.

The Monitoring and Evaluation Unit supports the Country Office's programmatic areas in the preparation of rigorous situation reports, which are carried out periodically to monitor the emergency context and formulate effective and timely attention, which is adapted to the needs of the most vulnerable populations. The Unit also supports clusters and sub-clusters of the Humanitarian Country Team technically in the preparation of studies, such as the Humanitarian Needs Overview (HNO), as well as planning documents, such as the Humanitarian Response Plan (HRP).

Under the supervision of the Monitoring and Evaluation Officer, the UN Volunteer will contribute to: •Strengthen the Country Office’s (CO) results-based monitoring and reporting system. •Support the development of project proposals by designing results frameworks, indicators, and M&E plans. •Contribute to generate evidence on programme results, impacts, and Social Behavioural Changes (SBC). •Contribute to the development of data collection tools, including Accountability to Affected Populations (AAP) mechanisms, in both, development and humanitarian contexts. •Draft quality programme reviews/reports and ensure their timely submission, in collaboration with programmatic areas, in both, development and humanitarian contexts. •Support the establishment of project monitoring databases and ensure their regular update. •Gather evidence from official sources to monitor the situation of children in El Salvador, including progress in Sustainable Development Goals (SDG) and humanitarian indicators (data processing and analysis). •Support CO planning, monitoring and evaluation exercises. •Contribute to the elaboration of mandatory reporting documents, i.e., end-of-year reports like RAM, COAR, CRAVE, etc. and ensure their quality and timely submission. •Ensure gender mainstreaming across all programmes.

national and/or international level in planning, monitoring, evaluation and reporting; •Experience working on gender equality and/or human rights is required; •Experience working in the UN or other international development organization is an asset; •Experience working in emergency contexts is an asset; •Excellent data processing (R, STATA, SPSS, etc.), visualization (PowerBI, Tableau, etc.) and analysis skills; •Knowledge of research methodologies (quantitative and qualitative); •Excellent oral and written skills; excellent drafting, formulation, reporting skills; •Accuracy and professionalism in document production and editing; •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; •Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; •Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; •Sound security awareness; •Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System.
