The UN Resident Coordinator’s Office (RCO) is responsible for providing overarching coordination and support to the implementation of humanitarian and development interventions in Afghanistan, supporting the UN Resident Coordinator (RC), who has the final decision-making authority within the UN and is responsible for the overall strategic direction and oversight of the UN Transitional Engagement Framework (TEF), Spotlight Initiative (SI), and Humanitarian-Development-Peacebuilding Partnership (HDPP), including its planning, implementation, communication, monitoring and review, as well as facilitation of collaboration amongst all stakeholders. As such, the RC is accountable to the UN Secretary General for the overall design, set-up, implementation and reporting of TEF and country programmes, including ensuring national ownership at the highest level, sustainability of results, complementing resource mobilization and broad engagement with relevant partners and stakeholders. Therefore, the RCO is responsible for overall coordination of the TEF and country programmes, including coordination and follow up on Programme planning, delivery, monitoring, evaluation, reporting and communications. The RCO supports the oversight function of the RC and provides secretariat support to the UN Country Team (UNCT), Humanitarian Country Team (HCT) and relevant working groups. . The Monitoring and Reporting Officer will be part of an integrated team within the RCO supporting the RC . S/He will work under the overall guidance of the RC/HC, and under the direct supervision of the Head of the RC Office.

Under the direct supervision of the Head of RCO, and in collaboration of the Spotlight Initiative and HDPP programme teams the National UN Volunteer (Monitoring and Reporting Officer) will undertake the following tasks:

Monitoring and Evaluation: • Support the Programme Management Team (PMT) and Technical Collaboration Groups (TCGs) on the implementation of UN Transitional Framework (TEF), and the establishment of a corresponding M&E system under the auspices of PMT. • Contribute to the end of cycle reviews of TEF when required.
• Develop and implement Monitoring & Evaluation plan including performance indicators, establishing baselines and targets and methodology for data collection, including developing gender sensitive and disability indicators. • Ensure that performance indicators and targets remain relevant and in accordance with the project design and workplan of the Transitional Engagement Framework (TEF). • Analyze and prepare evidence-based monitoring reports during and upon the completion of TEF. • Review, maintain and monitor the TEF’s risk register on regular basis and flag any risks that may have a potential negative impact on the implementation of the TEF. • Managing Evaluations, including development of Evaluation TORs, recruitment of evaluators, review of evaluation reports and developing management responses • Serve as UNRCO focal point for PMT M&E and TCGs.

Reporting and Documents Control: • Prepare progress reports and monthly highlights in coordination with the TEF Team. • Prepare quantitative and qualitative data analysis of TEF, highlighting achievements, results, and impact in coordination with the TEF team. • Act as a focal point for the collection, analysis and dissemination of data/information relevant to verification, monitoring and inspection of activities in coordination with the TEF TCGs. • Gather and prepare lessons learnt from implementation, evaluations, gender analysis and studies • Actively participate in the development of project management-related documents and concise reports and PowerPoint presentations for various project meetings and workshops. • Liaise closely with the focal points of all UN agencies M&E and Reporting officers to gather and collate accurate data about progress of TEF’s implementation. • Set-up and maintain a beneficiary database and UNinfo dashboard, and compile GIS mapping data where applicable. • Prepare briefing and background notes, and other documentation as required by RC, RCO, senior delegations and visitors on UN activities in Afghanistan • Prepare and distribute minutes of the coordination meetings • Performs other duties as may be assigned by the supervisor(s).

Knowledge Management: • Ensures facilitation of knowledge building and knowledge sharing focusing on TEF implementation to ensure collaboration and synergies. • Interact and follow up with the teams implementing the TEF to solicit case studies, lessons learned, success stories, and best practices derived as part of the TEF monitoring. • Lead the preparation of success stories and best M&E practices for inclusion in internal and external communication products.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Monitoring and Evaluation • Strong M&E and Results Based Management experience, preferably with UN context. Strong knowledge of gender concepts and tools for measuring social change related to gender. • Proven analytical skills to collect, synthesize, analyses data for compiled. • analytical reporting writing, including identification of lessons learned. • risks/issues. • Strong report writing skills to internal and external partners. • Experience in M&E capacity building advisory to stakeholders. • Accuracy and professionalism in document production and editing. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
